An institutional dilemma exists between the Clean Water Act (CWA) and the Safe Drinking Water Act (SDWA). US surface waters are protected from point-source pollution by the CWA. Community Water Systems (CWSs) that draw from these surface waters for potable purposes are required to treat that water to a level that meets SDWA health standards. Therefore, decreases in CWA regulations could lead to surface water quality declines and, thus, higher SDWA compliance costs for CWSs. A team of researchers from The University of Nevada, Las Vegas were invited by management to observe, assess, and offer recommendations. It was determined by the research team that the first step to improving participation would be to observe the functional telework policy, compare and contrast it with the Department of the Interior standards, and offer recommendations to generate data necessary to develop an updated telework policy by management. The recommendations made by this group include creating an employee eligibility list, tracking actual participation by creating a renewal policy for employees choosing to telework. This analysis is presented on urban sustainability through the use of "green building" in the City of Las Vegas, Nevada. This paper discusses the current practices used by the City of Las Vegas and compares them to the top 5 sustainable cities throughout the United States (as identified by the U.S. Green Building Council). Through comparison of nationwide initiatives and policies, this paper outlines recommendations the City of Las Vegas can adopt to increase their position as one of the leading sustainable cities.

The Department of Energy has set forth a proposal to use an Alternative Landfill Design (ALD) for the Mixed Low Level Waste disposal facility, in Area 5 of the Nevada Test Site in place of a traditional engineered liner for the facility. The purpose of this thesis is to examine the impasse between the DOE and the State of Nevada regarding the proposal of placing a traditional liner versus the alternative landfill design, using a case study method to provide recommendations to policy makers and the NTS CAB. The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met. The following NEPA requirements in particular are explored for each project to determine whether the NEPA requirements are met: consideration of a reasonable range of alternatives to …

This study evaluated the use and effectiveness of the Xeriscape Conversion program, dubbed the “Water Smart Program,” administered by the Southern Nevada Water Authority. The Conversion program is used by five water purveyors throughout Southern Nevada. Because of phenomenal growth in the area, water has become one of the most valuable resources. With its limited availability, conservation has become the logical solution to ever increasing demand. Using empirical data, effectiveness of the program was evaluated in areas such as: water savings after xeriscape conversion; maintenance savings after conversion; the influence of system design on water consumption; and the long term …

For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

For centuries, humans have used the Colorado River to fulfill their needs and until the past 100 years, the use of the river was sustainable.
