How to consider effects of climate change on the design and management of hydrology related infrastructure is crucial but remains a challenge for sustaining resilient society. To address this challenge, existing hydrologic design procedures may need to be revised and/or redeveloped to take into account the precipitation non-stationarity resulting from climate change. Using the state of Virginia as a testbed and advanced statistical techniques such as nonparametric test, spatial autocorrelation, linear regression, distribution fitting, and spatial interpolation, this dissertation developed an innovative framework to detect the historical spatiotemporal variations of various precipitation characteristics, namely maximum precipitation intensity, precipitation amount, simple …

Light detection and ranging (lidar) can provide remote estimates of the vertical distribution of optical properties in the ocean, potentially revolutionizing our ability to characterize the spatial structure of upper ocean ecosystems. However, challenges associated with quantifying the relationship between lidar measurements and biogeochemical properties of interest have prevented its adoption for routinely mapping the vertical structure of marine ecosystems. To address this, we developed a shipboard oceanographic lidar that measures attenuation (α) and linear depolarization (δ) at scales identical to those of in-water optical and biogeochemical measurements. The growing urban built environment in the coastal zone poses an unknown risk to the marine biosphere as a source of marine debris. Plastic, since its introduction in the mid- 1900s, is now used in nearly all aspects of human life. Growth in human population and urbanization in coastal zones has resulted in the accumulation of large stocks of plastic in the coastal built environment, and these stocks are still growing exponentially. Upwelling events are known to support blooms of phytoplankton, important primary producers at the base of the oceanic food web. Phytoplankton community structure changes in response to upwelling support higher trophic level growth and increased efficiency of carbon export from the euphotic zone. While these events occur globally, this study examined upwelling in coastal regions, where alongshore winds can drive Ekman transport and upwelling of deeper waters. The two upwelling regimes examined were the California Current System and the Alaskan Beaufort Sea. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. This chapter focuses on how drivers respond during nuisance flooding events. Specifically, we discuss how drivers in the Hampton Roads region of southeastern coastal Virginia obtain information about road flooding, how they respond, …

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). The web-GIS is innovatively combined with other technologies and participatory processes to create low-cost high-tech approaches so that even people with little to no knowledge of GIS can interact with maps …

This chapter focuses on risk communication in the tourism sector. Tourism organizations must communicate with a variety of stakeholders when conveying messages about impending severe weather or disasters, which are increasing due climate change and sea level rise. There is also an increased need to distribute information to tourism stakeholders about preparing for, continuing service during, and recovering from, disasters. Stakeholders involved with the tourism industry include business owners, government officials and tourists, all of whom have differing degrees of vulnerability in a destination when a threat occurs. Tropical coastal waters are highly dynamic and amongst the most biogeochemically active zones in the ocean. This review compares nitrogen (N) and phosphorus (P) cycles in temperate and tropical coastal waters. We review the literature to identify major similarities and differences between these two regions, specifically with regards to the impact of environmental factors (temperature, sunlight), riverine inputs, groundwater, lateral fluxes, atmospheric deposition, nitrogen fixation, organic nutrient cycling, primary production, respiration, sedimentary burial, denitrification and anammox. Overall, there are some similarities but also key differences in nutrient cycling, with differences relating mainly to temperature, sunlight, and precipitation amounts and patterns. …

On November 2, 2021, voters in the City of Virginia Beach will vote on a referendum that determines whether or not the City Council should increase real estate taxes to fund a Flood Protection Program. The proposal accelerates the construction of six flood mitigation projects already in the Virginia Beach Capital Improvement Plan by 3 years, and funds design and construction of 15 additional projects that would also be completed by 2031. Seagrass forms the basis for critically important marine ecosystems. Seagrass is an important factor to balance marine ecological systems, and it is of great interest to monitor its distribution in different parts of the world. Remote sensing imagery is considered as an effective data modality based on which seagrass monitoring and quantification can be performed remotely. Traditionally, researchers utilized multispectral satellite images to map seagrass manually. Automatic machine learning techniques, especially deep learning algorithms, recently achieved state-of-the-art performances in many computer vision applications. As CO2 levels in Earth’s atmosphere and oceans steadily rise, varying organismal responses may produce ecological losers and winners. Increased ocean CO2 can enhance seagrass productivity and thermal tolerance, providing some compensation for climate warming. However, the consistency of this CO2 effect across populations of cosmopolitan species such as Zostera marina L. (eelgrass) remains largely unknown. This study analyzed whole-plant performance metabolic profiles and gene expression patterns of distinct eelgrass populations in response to CO2 enrichment. Sea levels are rising globally due to anthropogenic climate change. However, local sea levels that impact coastal ecosystems often differ from the global trend, sometimes by a factor of two or more. Improved understanding of this regional variability provides insights into geophysical processes and has implications for coastal communities developing resilience to ongoing sea-level rise. This dissertation conducts an investigation of sea level and its contributing processes at multiple spatial scales. Focusing on primarily interannual time-scales and data-driven approaches, new data sources and technologies are utilized to reduce current uncertainties.

Surface currents in the lower Chesapeake Bay (CB) observed with land-based high-frequency radar antennas, or Coastal Ocean Dynamics Application Radar (CODAR), produce hourly 2D maps of current velocities used for search and rescue, pollution tracking, and fishing operations. This study analyzes the correlations between a 9-year record of surface currents measured by CODAR to coastal sea level, local wind forcing, river discharge into CB, and water transport through the Florida Straits, representing the Gulf Stream’s control on sea level along the U.S. mid-Atlantic coast. As the Arctic experiences consequences of climate change, a shift from thicker, multi-year ice to thinner, first-year ice has been observed. First-year ice is prone to extensive pools of meltwater (“melt ponds”) forming on its surface, which enhance light transmission to the ocean. Changes in the timing and distribution of melt pond formation and associated increases in under-ice light availability are the primary drivers for seasonal progression of water column primary production and warming. Alexandrium tamerense is a well-studied dinoflagellate known for its ability to produce the neurotoxin that causes paralytic shellfish poisoning. Until 1970 Alexandrium tamerense was only found in Europe, North America, and Japan but has been increasingly found all over the globe. Alexandrium is characteristically found in temperate and subtropical regions and as the Arctic warms, there is considerable concern that it may be expanding into the Arctic. We found Alexandrium tamerense during a research expedition to the Alaskan Beaufort Sea shelf to study upwelling. Dinitrogen (N2) fixation is the process of taking widely abundant but mostly biologically inaccessible N2 gas and converting it into more biologically accessible forms of the essential macronutrient nitrogen. Only a small fraction of organisms known as diazotrophs can perform biological N2 fixation. Trichodesmium is one such genus of N2-fixing marine cyanobacteria that is commonly observed in waters along the West Florida Shelf (WFS). We hypothesize that the two main Trichodesmium clades (T. erythraeum and T. thiebautii) occupy distinct environmental niches, one being more coastal and one being more oceanic. To test …

Marine microbial dinitrogen (N2) fixation, the conversion of gaseous N2 to bioavailable species, is the primary source of new oceanic nitrogen (N). N is present in nucleic acids, amino acids, and proteins, and is essential to all life. Long considered to be a primarily oligotrophic ocean process, significant N2 fixation rates have recently been observed in coastal environments, including along the Cape Hatteras front.
