The Impact Of Conservation Land On Property Taxes And Municipal Budgets In Maine: A Mixed-Methods Study, Abigail Bennett

This study is an interdisciplinary project done in collaboration with the Municipal Budget and Conservation Working group, a group of stakeholders that formed in 2018 to study conservation and town budgets. We use mixed methods to explore the impacts of conservation and municipal budgets in Maine. We use regression analysis on 21 years of panel data to identify causal relationships between conservation and mill rates, controlling for economic and town budget factors. We found statistically significant but small effects on average, with a 1% increase in conserved acres in a town associated with average tax bill increases of $1 or …

The bridle shiner (Notropis bifrenatus) is a small minnow species native to the eastern United States and southeastern Canada. The species is declining dramatically throughout most of its native range and has legal protection or concern status in thirteen states and two Canadian provinces. In Maine, the bridle shiner is listed as a Species of Special Concern and considered a Species of Greatest Conservation Need, partially because we lack a basic understanding of their status and distribution within the state. The rocky intertidal ecosystem is an important ecological and cultural aspect of the picturesque Maine coast, playing a vital role in not only Maine’s coastal ecosystem, but also to Maine’s economy. It’s distinct community structure along the sharp elevational gradient and the presence of daily stressors (wave action, heat, and desiccation), make the rocky intertidal ecosystem an important model ecosystem to monitor for effects from anthropogenic impacts. As the climate changes, understanding the sources and sinks of greenhouse gases such as carbon dioxide (CO2) is increasingly important. However, several components of the carbon cycle within forests remain poorly understood. For example, knowledge gaps exist in our understanding of CO2 emissions from coarse woody material (CWM; logs and stumps), including how emissions change over time, how they are influenced by environmental variables, and how they compare to soil and ecosystem-level CO2 emissions.

Not only can community-university partnerships be vehicles for mobilizing community resources and affecting change, they also have high potential to produce useful, nuanced research and enable renewed visions of trust. I explore partnerships rooted in trust in the context of a community-university partnership between the Passamaquoddy Tribe at Sipayik and the University of Maine and its work through the Passamaquoddy-led StoryMaps Team. The Gulf of Maine has been fundamentally altered by anthropogenic forcings for decades and offers an ideal study system to monitor response to change. Through complex interactions between ocean warming, altered demographic bottlenecks, and reduced top-down controls, the American lobster (Homarus americanus Milne Edwards) capitalized on favorable conditions and proliferated within the Gulf of Maine. These changes catalyzed the expansion of the lobster fishery, elevated its status as North America’s most valuable marine resource, and shifted coastal communities towards a virtual lobster monoculture. Ever since the eighteenth century, experts have tried to tell farmers how to farm. The agricultural enlightenment in Europe marked the beginning of a long arc of new experts aiming to change agricultural knowledge and practice. This dissertation analyzes the pivotal period in the late nineteenth and early twentieth century in Germany and the United States when scientists, improvers, and market agents began to develop comprehensive ways to communicate agricultural innovation to farmers. Forest reliant species may be significantly impacted by forest management practices. Understanding these impacts, and whether they are positive or negative, requires a species- specific understanding of habitat use. Bicknell’s thrush (Catharus bicknelli) is a range-restricted habitat specialist occurring in balsam fir (Abies balsamea) dominated montane forests that have been recently disturbed and are undergoing successional growth. Early successional forest and shrubland habitats are collectively called young forest. Changes in disturbance regimes and land use conversion resulted in declines of young forest and associated wildlife across eastern North America. Conservation of declining young forest birds relies on the maintenance and creation of young forest habitats used for breeding. American Woodcock (AMWO; Scolopax minor) and Golden-winged Warbler (GWWA; Vermivora chrysoptera) are two declining young forest species. Vernal pools are small seasonal wetlands that are a common landscape feature that contribute to biodiversity in northeastern North American forests. However, even basic information about their biogeochemical functions, such as carbon cycling, is limited. Dissolved gas concentrations (CH4, CO2) and other water chemistry parameters were monitored weekly at the bottom and surface of four vernal pools in central and eastern Maine, USA, from April to August 2016. Anadromous sea lamprey Petromyzon marinus are native to Atlantic coastal systems and serve as a functional link between marine and freshwater ecosystems. Sea lamprey spend 1–2 years in the ocean parasitizing marine vertebrates before migrating into freshwaters during the spring to spawn. There they construct nests, spawn, then die shortly afterwards. Larvae hatch, bury into fine sediments and reside in streams for generally 6–8 years, but up to 14. Larvae then undergo metamorphosis, a non-feeding period characterized by a series of physical and physiological changes. The juveniles (macropthalmia) then migrate to the ocean to begin the parasitic juvenile phase.

Dam removals from the Penobscot River in Maine restored access to freshwater habitat critical for the life cycle of endangered shortnose sturgeon. Prior to the dam removals, shortnose sturgeon spawning activity had not been documented. Instead, evidence suggested that individuals emigrated from the Penobscot River to spawn in the Kennebec complex, 140 km away. A central question of this thesis was whether spawning activity would commence in the first two years following dam removal. Consistent with pre-dam removal movement patterns determined using acoustic telemetry, the majority (78%) of tagged individuals emigrated from the Penobscot River at some point over the …

Substantial declines of anadromous Atlantic Salmon Salmo salar have occurred throughout the range of the species, with many populations at the southern extent of the distribution being extirpated or endangered. While Maine is the last state in the country where adult Atlantic Salmon return to rivers each year to spawn, numbers have decreased dramatically in recent decades, with typically less than 2,000 spawners returning to all Maine's rivers combined. Rainbow Smelt (Osmerus mordax) are an important fish distributed throughout northeastern North America with both anadromous and landlocked populations. Abundance, size at age, and maximum size vary widely among populations and life histories. In order to compare anadromous and landlocked populations, we collected spawning adults in 2014 from four anadromous and three landlocked populations. Scales and otoliths from the anadromous fish were examined and compared for estimates of bias and precision in ageing. Analysis of both scales and otoliths provided age estimates that were acceptable, but estimates from scales were more precise and had less bias. Otoliths were …

This human dimensions research, consisting of three manuscripts, explores the social and ecological dimensions of river restoration through an examination of the restoration trajectories of the Androscoggin, an impaired system, and the Kennebec, a restored system. Manuscript one examines the influence of biophysical and community attributes and institutional rules on policy stakeholders goals and actions within the two watersheds. For manuscripts one and two, we conducted semi-structured interviews with key informants, assembled documents pertaining to restoration actions, and conducted participant observation at stakeholder meetings. Atlantic salmon Salmo salar populations are diminished throughout their range and high marine mortality is among the drivers of the failure of many stocks to recover. A goal of salmon recovery is to maximize the number of juvenile ‘smolts’ entering the ocean to offset loss therein. Dam removals and changes to hydropower allocation in Maine’s largest river, the Penobscot River, have occurred as part of the Penobscot River Restoration Project (PRRP). A three-level satellite to ground monitoring scheme for conservation easement monitoring has been implemented in which high-resolution imagery serves as an intermediate step for inspecting high priority sites. A digital vertical aerial camera system was developed to fulfill the need for an economical source of imagery for this intermediate step. A method for attaching the camera system to small aircraft was designed, and the camera system was calibrated and tested. The history of coastal engineering projects is fraught with problems. In this thesis I examine the federal navigation project at Wells, Maine. In Wells, an incomplete understanding of the coastal setting led to a faulty engineering design responsible for a poorly functioning inlet and harbor and damage to neighboring beaches and wildlife habitat. Project planners and designers did not account for all unforeseen problems that arose. The three studies reported here (i.e., statewide, southern Maine, and state and federal wildlife areas) identify what areas should be conserved to represent the natural diversity of Maine. Geographic Information System (GIs) technology was used to conduct the analyses comparing the distribution of abiotic and biotic variables representing natural diversity on and off conservation lands. In the statewide analysis, 10 environmental variables were compared on and off conservation lands using ArcGrid with a cell resolution of 1.86 x 1.86 km. Burning fossil fuels releases sulfur and nitrogen oxides (Nox) into the atmosphere where they convert to sulfic and nitric acids. Deposition of these acids is now widely accepted as the major cause of environmental damage to forests, streams and lakes. The 19990 Clean Air Act Amendments (CAAA) require reduction in airborne sulfur and NOx, with an estimates cost of $2 billion. The population of Black Terns in Maine is small and factors related to the ecology of this species’ foraging and habitat ecology might limit population growth and recovery. The objectives were to (1) determine if diet and provisioning rates are limiting chick growth, (2) identify and rank suitable habitat in Maine, and (3) determine if precipitation patterns and water level dynamics are limiting in Maine.
