There is no way to measure, on a global scale, the pollution dumped directly into the oceans, let alone all the tens of thousands of particulates, toxics, and gaseous substances are added each day to the atmosphere surrounding the New York Bight. The aim of this paper is to develop a user fee framework for the ocean dumping of municipal sludge. Such a proposal requires a radical departure from the standards and enforcement approach of today's legislation. The United States Arctic, for the purposes of this study, encompasses the seabed and subsoil under the resource jurisdiction of the United States, including the Bering Sea offshore, and the Hope Basin, Chukchi (Barrow Arch) and Beaufort (Diapir Field) Seas, and land territory north of the Brooks Range onshore. Although U.S. credibility with its Arctic allies would be enhanced by its becoming a party to the Law of the Sea Convention, this remote possibility is not a prerequisite for a successful U.S. Arctic Policy. Irrigation played a very important role in the development of the Yakima Valley as we know it today. The Yakima-Tieton Irrigation District was chosen to show how an irrigation system functions and the part it plays on the lives of the plants, animals and people in its area. A brief historical study of the Tieton Division of the Yakima Project was made. The construction of the Tieton Unit was studied. A slide lecture with an accompanying tape was developed to acquaint junior high school students with the purpose, function and affects of the Yakima-Tieton Irrigation District.

No single primary source exists to provide current and would-be participants in recreational charter boat operations in the United States with a basic legal understanding of their rights and obligations. The relevant federal maritime standards, laws, regulations, and judicial interpretations are scattered in isolated codebooks, reporters, and bulletins. Moreover, the governing body of law for boat chartering is admiralty law, which has been shaped throughout the centuries primarily by the traditions and dictates of the commercial shipping and shipbuilding industries. The sampling transects at Indiana Dunes were established to show the pre-burn condition of the vetetation and to monitor the long term effects of burning. However, one year of monitoring showed changes in vetetation that further substantiate the need for the burning program.
Miller Woods (Transect A) has burned frequently in recent years. The one year without fire showed little change in the herbaceous layer. The few notable herbaceous changes might indicate a transition to a more mesic community, but should be viewed skeptically because of the wet season in 1982.
