Challenges For The New West: Economic Impacts Of Wilderness In Nevada's Rural Counties, Lesley Regina Argo

Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. Proponents argue that the "Old West" reliance on extractive industries is declining and, in the "New West", wilderness promotes economic development in rural communities by preserving the amenity values that draw population and employment to the region. We present results connecting flatness of extension rings to the Noetherian property for certain intermediate rings between an excellent normal local domain and its completion. We consider conditions for these rings to have Cohen-Macaulay formal fibers. We also present several examples illustrating these results.

The Marine Business and Coastal Development Program, Sea Grant Marine Advisory Services at the Virginia Institute of Marine Science, (VIMS) has completed a characterization of the personal property taxing methodologies currently used by Middle Peninsula localities. In conjunction with the Middle Peninsula Planning District Commission's (MPPDC) Coastal Technical Assistance Program, the investigation details the following information:

1. Documentation of the watercraft taxing methodology currently used in the MPPDC counties of Gloucester, Mathews, Middlesex, King and Queen, King William, and Essex County.

2. A comparison of resulting taxes assessed by each of the MPPDC localities on some "standardized" boats.

In an effort to support Virginia's application for federal grant funds under the Department of Interior's "Boating Infrastructure Grant Program" (Grants), the Marina Technical Advisory Program (MT AP) at the Virginia Institute of Marine Science has undertaken assessment of the state's recreational boating infrastructure needs. 1 A total of $32 million has been authorized over four years to fund this new program. It is designed to help states develop and maintain facilities for transient non-trailerable (26' and over) recreational boats. The protection of Western Australia's aquatic animals, plants and habitats is important for many reasons. Fish, and many aquatic invertebrates, have significant commercial, recreational and social importance. Aquatic habitats provide food, refuge and breeding areas for fish and other animals. In addition, some habitats, such as rocky reefs and seagrass meadows, act as nursery sites for juvenile animals. Some habitats and their inhabitants (such as coral reefs) also have aesthetic values which support economically and socially important industries, such as tourism.
