PRELUDE

On June 26, 2012 a lightning strike ignited a wildfire in the Manti-La Sal National Forest of central Utah’s Carbon and Emery counties (Figure P.1). By the time the Seeley wildfire was contained three weeks later, some 48,000 acres of federal, state, and private land had been burned and $8.7 million in suppression costs expended (Styler 2012). According to the Monitoring Trends in Burn Severity (MTBS.gov) project, nearly one-third of the acreage was severely burned, damaging vegetation and soils for years to come. This report provides an overview of the state of Utah’s development of its wind resources for the generation of electricity and an economic analysis of potential wind development in Wayne County, Utah. This analysis draws on information from local wind developers and utilizes the Jobs and Economic Development Impact (JEDI) model (version W1.10.03) developed by the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) to estimate the total economic impacts (labor, supply chain, and induced) that could result from the development of a wind power plant in Wayne County. The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent re-negotiation of Pacificorp’s Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp’s Schedule 38 tariff for wind QFs larger than 3 MW.
