Our preliminary survey showed that most of the recent flood-related studies did not formally explain the physical mechanisms of long-duration and large-peak flood events that can evoke substantial damages to properties and infrastructure systems. These studies also fell short of fully assessing the interactions of coupled ocean-atmosphere and land dynamics which are capable of forcing substantial changes to the flood attributes by governing the exceeding surface flow regimes and moisture source-sink relationships at the spatiotemporal scales important for risk management. As tropical cyclones (TCs) move into the midlatitudes, they are often associated with extensive heavy precipitation. This precipitation can lead to widespread flooding events, such as occurred with Hurricane Irene (2011) over the northeastern United States. Despite the high-impact nature of these events, there are relatively few studies that explore the sensitivity of precipitation forecasts to model initial conditions, beyond focusing on the variability in forecast TC track.

In this paper, we investigate floods and droughts in the Upper Mississippi basin over a 50-year period (1950–1999) using a hydrological model (Variable Infiltration Capacity Model – 3 Layer). Simulations have been carried out between January 1950 and December 1999 at daily time-step and 1/8° spatial resolution for the water budget and at hourly time-step and 1° spatial resolution for the energy balance. This paper will provide valuable insights to the slow response components of the hydrological cycle and its diagnostic/predictive value in the case of floods and droughts.
