The Changing Tides Of Action To Address Ocean Acidification In Maine, Ivy L. Frignoca, Heather R. Kenyon

As carbon dioxide emissions continue to rise worldwide, ocean acidification has become a consequence that threatens both human and natural processes. On a global scale, ocean acidification is relatively well understood. However, the complex ecosystem of the nearshore environment presents challenges for monitoring and addressing ocean acidification. In a state such as Maine, whose communities heavily depend on the health of the coastal environment, understanding this threat becomes critically important.

In 2014, Maine’s legislature established a six month study commission to investigate this problem and produce recommendations. The commission proposed a coast-wide monitoring network that could identify and use a …

In the 1950s, Maine established a water quality classification system creating the conceptual scaffolding of a tiered system of management. Passage of the federal Clean Water Act in 1972 drove dramatic advances in science, technology, and policy leading to systematic improvement for the next five decades. Today’s tiered classification system provides a range of management goals from natural to various allowable uses. The state assigns uses and standards for each classification, incorporating physical, chemical, and biological indicators. This system has brought steady improvement in water quality, ecological condition, and overall value for human use. Visible evidence of improvement and adoption …

Research into the international agreements that increase cooperation over cybersecurity challenges is severely lacking. This is a necessary next step for bridging diplomatic challenges over cybersecurity. This work aspires to be push the bounds of research into these agreements and offer a tool that future researchers can rely on. For this research I created, and made publicly available, the International Cybersecurity Cooperation Dataset (ICCD), which contains over 350 international cybersecurity agreements and pertinent metadata. Each agreement is marked per which subtopics within cybersecurity related agreements it covers. These typologies are:

This article discusses the evolution of land conservation efforts and outcomes in the Northeast, examine major drivers of landscape change, and review key conservation tools that have been used to protect public values at the local and landscape levels. We then assess the current status of land conservation, and draw lessons for other regions facing conservation challenges across mixed ownership landscapes under varying development and land-use pressures. Finally, we explore new and emerging trends in the factors driving land development and conservation activities in an effort to assess the challenges that lie ahead.

Recently Maine has embarked on a new policy direction in its use of conservation easements to protect large tracts of commercial timberland. David Lewis argues that the effectiveness of using easements as a long-term conservation policy depends on many factors that may not be fully considered in the decision-making process currently used in choosing easements for landscape-scale conservation. Lewis indicates that the root of the problem lies in the fact that the state lacks a comprehensive policy describing the conservation goals desired in the North Woods. By discussing the problems of beach erosion and sand movement at Wells and Saco, Maine, Joseph Kelley and Walter Anderson demonstrate how single-minded, engineering approaches to complex, interdisciplinary coastal issues can create bigger problems than previously existed. As Kelley and Anderson explain, at both Wells and Camp Ellis, the Army Corps of Engineers was brought in to construct a harbor at no local cost to the community. This was accomplished by constructing jetties, and the result has been a persistent and serious problem of beach erosion. The implementation of environmental policy initiatives often brings about a complex interplay between science and policy, public opinion, interest groups, federal and state mandates, and political machination. Jon Reisman uses Maine’s recent experience of compliance with the 1990 Clean Air Act to illustrate this complexity. In doing so, he addresses several important, but often ignored, issues, such as stakeholder participation in the policy making process, interest group accountability to implementation, and the long term consequences to the environment if these issues are avoided.

Department of Energy for transmission facilities to link the St. John River development to the New England power grid. The latter agency is responsible for the marketing and distribution of power generated at federally-financed installations.

A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied.
