While research supports the integration of mobile computing into instruction, there is disagreement concerning the unstructured use of mobile devices in lecture-based college classrooms. Research supports the argument that unstructured use creates distraction and decreased academic performance. Research also suggests that unstructured use actually supports lecture instruction through personalized learning situations. Predictive statistical modeling shows promise in accurately predicting academic performance for students enrolled in online programs. This approach has proven effective in accurately identifying students who are at-risk enabling instructors to provide instructional intervention. While the potential benefits of statistical modeling is significant, implementations have proven to be complex, costly, and difficult to maintain. The federal government continues to monitor the cost of paper texts as an essential component of postsecondary education expenses. The Higher Education Act (HEA), which was initially passed in 1965, was created to buttress the educational resources of colleges and universities. Along with addressing the benefits of financial aid in postsecondary and higher education, the act referenced the projected financial burdens of paper texts. The last 2008 reauthorization suggested that colleges and universities develop plans to reduce the costs of college. Congress is currently working to reauthorize the legislation. This dissertation investigates approaches for the development of an implementation model for ICT systems in the higher education environment. ICT systems have been implemented in various education settings, but have been narrowly focused in nature. There lacks a generalizable model to implement these systems in higher education settings. The research questions in this study sought to identify the criteria that can be used to develop and evaluate the implementation model.
