Trust, Collaboration, And Financial Return In Conservation/Development Partnerships, New England Environmental Finance Center

In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

The National Environmental Compliance Handbook (NECH) provides guidance to Natural Resource Conservation Service (NRCS) officials about how to comply with Federal environmental requirements when delivering technical and financial assistance. The objectives of this Handbook are to: • Improve the quality of plans and decisions by integrating environmental considerations into the planning process; • Promote efficiency in preparing environmental documentation; • Provide a systematic framework for integrating the NRCS planning process and environmental requirements; and • Serve as a reference for NRCS environmental compliance procedures.

Deforestation rates in México are about 670,000 ha/year. This threatens the richness of forest genetic resources in México, causing the disappearance of locally adapted populations and rare and endangered pine species. México is one of the six megadiverse countries in the world, with half of the world’s Pinus species. Pinus is one of the most economically and ecologically important forest genera in México. We suggest that delineation of seed zones and the establishment of a network of Forest Genetic Resource Conservation Units (FGRCUs), linked with forest management and ecological restoration programs will protect this valuable resource. The Colorado Canyons National Conservation Area (CCNCA) is located about 7 miles west of Grand Junction, Colorado. The CCNCA includes rolling saltbush-covered hills, pinyon-junpier and sagebrush-covered mesas, a 24-mile corridor along the Colorado River through Horsethief and Ruby Canyons, and over 70,000 acres of sheer-sided, red-rock canyons, natural arches, caves and alcoves. The 75,550-acre Black Ridge Canyons Wilderness comprises the heart of the CCNCA, with another 5,200 acres stretching into Utah.

The CCNCA was given a high priority for land health assessment, a valuable tool in developing the CCNCA Resource Management Plan (RMP).
