In an effort to decrease greenhouse gas emissions, expand domestic energy production, and maintain economic growth, public and private investments are being used to pursue dedicated feedstock crops for biofuel production. Unlike food crops grown for grain-based ethanol (e.g., corn), which require high inputs of fertilizers and pesticides and typically are grown on prime agricultural land, proposed lignocellulose-based energy crops (e.g., switchgrass) typically have a neutral or negative carbon budget, require relatively few economic or environmental inputs, and can be cultivated on marginal, lower-productivity land. This document is an environmental assessment (EA) of the proposal to modify A.V. Watkins Dam under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose or benefits of the dam. Specifically, the embankment and foundation of the dam need to be repaired. The repairs are needed to restore the reservoir to full function and to incorporate state-of-the-art defensive measures of controlling seepage within the foundation and embankment. This document is an environmental assessment (EA) of the proposal to raise the normal water surface elevation from 5517.8 feet above mean sea level (msl) to 5520.5 msl for Steinaker Reservoir in Uintah County, Utah. The Uintah Water Conservancy District (UWCD) has requested Bureau of Reclamation (Reclamation) authorization for this action. The Steinaker State Park, managed by the Utah Division of Parks and Recreation, maintains several campgrounds, an entrance station and other associated buildings and associated infrastructure. Modifications or relocations of some of these facilities would be needed in conjunction with an increase in the reservoir’s normal water surface elevation.

In western North America, quaking aspen (Populus tremuloides Michx.) is the most common hardwood in montane landscapes. Fire suppression, grazing, wildlife management practices, and climate patterns of the past century are some of the threats to aspen coverage in this region. Researchers are concerned that aspen-dependent species may be losing habitat, thereby threatening their long-term local and regional viability. Though lichens have a rich history as air pollution indicators, I believe that they may also be useful as a metric of community diversity associated with habitat change. Aspen are thought to be declining in this region due to a combination of fire suppression, grazing and wildlife management practices, and potentially cool/wet climates of the past century which favor advancing conifer succession. Invasive species are having severe ecological (Mack et al. 2000) and economic (Pimentel et al. 2005) impacts on ecosystems around the world. The purpose of this project is to reduce the amount of salt entering the Paria River and ultimately the Colorado River. One way to reduce the amount of salt reaching the Colorado River is to eliminate seepage from the historic Tropic Ditch. The Bureau of Reclamation, Provo Area Office has proposed funding for the project under the Colorado River Salinity Control Program. In addition to reducing the amount of salt loading, the project would also conserve water lost to evaporation and seepage.

Prior to the 1950s, the middle Provo River in Utah offered outstanding fish and wildlife habitat. This was due in part to the Provo River freely meandering through the Heber Valley. These bends in the river provided deep holes for fish and a dense streamside forest for many species of birds. This productive habitat was altered in the 1940s and 1950s when the river was dammed, channelized, and forced between dikes (figure 1). The EIS describes the potential effects of modifying the operation of Flaming Gorge Dam to assist in the recovery of four endangered fish, and their critical habitat, downstream from the dam. The four endangered fish species are Colorado pikeminnow (Ptychocheilus lucius), humpback chub (Gila cypha), razorback sucker (Xyrauchen texanus), and bonytail (Gila elegans). Snowpack data collection has a long and storied history in Utah as well as the western United States. Many researchers use historical snow course data for various applications ranging from water supply forecasting to climate change. These data are far from a perfect data set and data users should know the errors and limitations within them. Natural flow and salt data are hydrologic input data required in the CRSS planning model. The methods used to compute natural flow and salt described in this paper have changed from previous methods as a result of recent research.
