What Drives Property Owners To Modify Their Shorelines? A Case Study Of Gloucester County, Virginia, Sarah Stafford, Amanda Guthrie

This analysis uses data from a survey of shoreline property owners combined with data on shoreline modification permits to examine whether and how property owners modify their estuarine shorelines. We find that shoreline armoring is very popular among property owners that choose to modify their shoreline. While living shorelines are less common, applications for them are increasing both in absolute numbers and as a percentage of all shoreline modification requests. A number of different issues factor into the shoreline modification decision including effectiveness, cost, aesthetics, and property values. More valuable parcels are more likely to be modified, as are parcels …

In 2015, the federal government officially recognized the Pamunkey Indian tribe. The tribe has a reservation located on the Pamunkey River in King William County (Figure 1-1) and is one of the nation's oldest, dating back to 1646 (Encyclopedia Virginia, 2015). The Reservation has about 13 miles of shoreline encompassing about 1,100 acres. According to the National Wetlands Inventory (US Fish and Wildlife Service, 2016), the Reservation has about 80 acres of freshwater emergent wetland and 530 acres of freshwater forested/shrub wetland. Approximately 90 people live on the Reservation and up to 600 people visit in a year.

Leesylvania State Park is located along the Potomac River in Prince William County, Virginia (Figure 1). It is one of the most highly used state parks in Virginia with attendance topping 600,000 (Anne, 2017). The project shoreline occurs on the southeast-facing Potomac River shore north of the marina (Figure 2). This section of coast is very low and is exposed to long fetches across and down river. Prior to the project, the shoreline had a scarped bank, exposed tree roots, and falling trees which was unsafe for park visitors (Figure 3).

The 2017 Tidal Marsh Inventory update for the County of Spotsylvania, Virginia was generated using on-screen digitizing techniques in the most recent version of ArcGIS® - ArcMap while viewing conditions observed in the most recent imagery from the Virginia Base Mapping Program (VBMP). Dominant plant community types were primarily determined during field surveys from shallow-draft boats moving along the shoreline. Land-based surveys were performed in some locations. One shapefile is developed that portrays tidal marsh areas represented as polygons. A metadata file accompanies the shapefile to define attribute accuracy, data development, and any use restrictions that pertain to the data.

Werowocomoco is located on the York River in Gloucester County, Virginia (Figure 1). Historical documents identified Werowocomoco as the headquarters of Powhatan, the Algonquian political and spiritual leader when the English founded Jamestown in 1607. For many years, the exact location of the site was unknown; however, in 2003, archeological digs at the site on the York River between Leigh and Bland Creeks confirmed the location. The site has been occupied by Native Americans since 8,000 before the common era (BCE) and is one of the most important Native American sites in the nation.

The Shoreline Management Model is a GIS spatial model that determines appropriate shoreline best management practices using available spatial data and decision tree logic. Available shoreline conditions used in the model include the presence or absence of tidal marshes, beaches, and forested riparian buffers, bank vegetation cover, bank height, wave exposure (fetch), nearshore water depth, and proximity of coastal development to the shoreline. The model output for shoreline best management practices is displayed in the locality Comprehensive Map Viewer.
