This Environmental Assessment (EA) has been prepared to disclose and analyze the environmental consequences of a "Catch, Treat and Release (CTR)" of wild horses in the Red Desert Wild Horse Herd Management Area (HMA) Complex. In addition to the proposed action of a CTR gather, removal of wild horses outside identified HMAs within the project area will also be conducted. Enclosed you will find the Environmental Assessment (EA) which describes the impacts of gathering wild horses in the Rock Springs Field Office area. Gathering wild horses would take place in the Great Divide Basin, White Mountain, Little Colorado, and Salt Wells Creek Wild Horse Herd Management Areas (HMA) and in an area known as the North Baxter/Jack Morrow area (outside the HMAs).

The Bureau of Land Management is responsible for the welfare of wild horses. The wild horse program is under constant scrutiny by the public for actions concerning wild horse management and gathering. Within the Rawlins field office (RFO) there is a substantial acreage of "checkerboard" lands. Approximately 50 percent of these lands are BLM-administered public lands and 50 percent are private lands controlled by many private entities. The northern portition of the gather area contains this type of land pattern.

This study is a part of the U.S. Department of Energy's (DOE) National Waste Terminal Storage Program (NWTS). The scope of DOE's NWTS responsibilities include providing the technology and facilities to isolate high-level radio-active wastes for as long as the wastes represent a hazard. Emplacement of waste packages in mined geologic repositories deep underground in various types of rock formations is one method being evaluated. Using a basic site selection process (Figure 1-1), regions being investigated include portions of the United States that are underlain by tuff, salt domes, granite, basalt, and bedded salt. To answer user demands for more areas on which to operate off-road recreational motocycles (trailbikes), and to respond to Presidential Executive Orders which require that Federally-owned lands be evaluated for such use, Army land managers need a systematic way of determining land use suitability. This report describes the method developed by the U.S. Army Construction Engineering Research Laboratory (CERL) to help installation personnel comply with the policies, procedures, and criteria of Army Regulation (AR) 210-9, Use of Off-Road Vehicles on Army Lands.

Volume I of this report described how to evaluate the soil suitability of areas for off-road recreational motorcycle (trailbike) use on land under the jurisdiction of the Department of the Army. This soil evaluation method relied on the availability of a recent, detailed soil survey. Since such surveys are not always available, Volume II describes alternative methods of evaluating the suitability of soils for trailbike use. Volume II illustrates and describes seven alternative soil evaluation methods.
