Environmental nonprofit organizations have emerged to attend to the environmental needs of individuals and communities. Some of these needs are usually those that have been neglected, given insufficient attention, or cannot be singularly handled by the government. In advocating for coastal resilience, environmental nonprofits have been identified as actors who address coastal issues like sea-level rise, flooding, and shoreline management.

Coastal reservations are increasingly vulnerable to hazards exacerbated by climate change. Resources for restoration projects are limited. Storm surge, storms, tidal flooding, and erosion endanger artifacts and limit livelihoods of tribes in coastal Virginia. GIS offers a platform to increase communication between scientists, planners, and indigenous groups. The Pamunkey Indian Tribe engaged in a participatory mapping exercise to assess the role of traditional ecological knowledge (TEK) in coastal management decision-making and its capacity to address flooding. This analysis uses data from a survey of shoreline property owners combined with data on shoreline modification permits to examine whether and how property owners modify their estuarine shorelines. We find that shoreline armoring is very popular among property owners that choose to modify their shoreline. While living shorelines are less common, applications for them are increasing both in absolute numbers and as a percentage of all shoreline modification requests. A number of different issues factor into the shoreline modification decision including effectiveness, cost, aesthetics, and property values. More valuable parcels are more likely to be modified, as are parcels …

In 2015, the federal government officially recognized the Pamunkey Indian tribe. The tribe has a reservation located on the Pamunkey River in King William County (Figure 1-1) and is one of the nation's oldest, dating back to 1646 (Encyclopedia Virginia, 2015). The Reservation has about 13 miles of shoreline encompassing about 1,100 acres. According to the National Wetlands Inventory (US Fish and Wildlife Service, 2016), the Reservation has about 80 acres of freshwater emergent wetland and 530 acres of freshwater forested/shrub wetland. Approximately 90 people live on the Reservation and up to 600 people visit in a year.

Leesylvania State Park is located along the Potomac River in Prince William County, Virginia (Figure 1). It is one of the most highly used state parks in Virginia with attendance topping 600,000 (Anne, 2017). The project shoreline occurs on the southeast-facing Potomac River shore north of the marina (Figure 2). This section of coast is very low and is exposed to long fetches across and down river. Prior to the project, the shoreline had a scarped bank, exposed tree roots, and falling trees which was unsafe for park visitors (Figure 3).

Shoreline erosion is a problem around the world that is getting worse as sea level rises and populations expand into coastal areas. It is important to identify areas at the greatest risk for shoreline erosion so environmental planners will have the knowledge and time to mitigate potential resource losses. The Galleon Fish Sanctuary in St. Elizabeth Parish is a 6 km stretch of shoreline along the south coast of Jamaica composed of mangrove forests, sand beaches, and coral reefs. Werowocomoco is located on the York River in Gloucester County, Virginia (Figure 1). Historical documents identified Werowocomoco as the headquarters of Powhatan, the Algonquian political and spiritual leader when the English founded Jamestown in 1607. For many years, the exact location of the site was unknown; however, in 2003, archeological digs at the site on the York River between Leigh and Bland Creeks confirmed the location. The site has been occupied by Native Americans since 8,000 before the common era (BCE) and is one of the most important Native American sites in the nation.
