The Study Report and Draft Environmental Impact Statement was made available to the public on March 5, 1996, and a 90-day public comment period was held. This Study Report and Final Environmental Impact Statement has reconfirmed that Alternative E, which recommends designation of East Eagle Creek and Five Points Creek to the National Wild and Scenic Rivers System with USDA Forest Service Administration is the preferred alternative.

This Final Environmental Impact Statement documents the analysis of three alternatives, including the "No Action" alternative, that were developed for the proposed Tailholt Administrative Research Study. The alternatives respond to the major issues and resources that were identified for this project. The action alternatives would allow timber harvest, using helicopter yarding and no road construction, to be conducted as part of an ongoing study designed to provide forest managers with information on minimizing resource damage when conducting forest management activities.

The BLM began the wilderness review in accordance with the requirements of Section 603(c) of the Federal Land Policy and Management Act (FLPMA) dated October 21, 1976. This Act mandated that within 15 years the BLM would inventory and study its lands for their wilderness suitability and that based on this review, the Secretary of Interior would forward his wilderness recommendations to the President.

The recommendation for this WSA is to designate 17,150 acres of BLM land and 1,390 acres of State land as wilderness. This alternative is considered to be the environmentally preferable alternative as it would result in the least change in the natural environment over the long term. The entire 17,150 acres of federal land and 1,390 acres of state land within the WSA are recommended for wilderness designation and are shown on the Bobcat Draw Badlands WSA map. The state lands would be recommended for acquisition to enhance the manageability of the area as wilderness.

The technique of microsystem sediment-water simulation was used to predict water quality data for the proposed Jordanelle Reservoir, Heber City, Utah. Simulation microsystems were prepared for four sites located in the north arm of the reservoir basin including two sites located in an abandoned acid mine tailings pond. Data obtained from the tailings pond microsystems indicated that low pH water and high trace metal concentrations will exist in the north arm of the reservoir. These data suggested that some kind of membrane or compacted earth lining will be necessary to seal and contain the mine spoilage. Other sites in the …

This study is a part of the U.S. Department of Energy's (DOE) National Waste Terminal Storage Program (NWTS). The scope of DOE's NWTS responsibilities include providing the technology and facilities to isolate high-level radio-active wastes for as long as the wastes represent a hazard. Emplacement of waste packages in mined geologic repositories deep underground in various types of rock formations is one method being evaluated. The Utah/western Colorado area of the Rocky Mountain Region has adequate coal and water resources to support additional thermal generation plants beyond those already in service. Also within the region are several sites suitable for large-sized hydroelectric pumped-storage projects for purposes of supplying peaking power. The close proximity of these types of electric generating facilities is desirable in providing offpeak energy during the pumping cycle for the pumped-storage units.
