New and challenging threats to humans are currently on the rise. These threats to human well being have been neglected and ignored within the traditional conception of security. Security studies have mainly focused on traditional threats, mostly military and political. Although still important, this perspective lacks the ability to address nontraditional threats that are killing and injuring millions each year. Each year, millions die of diseases such as HIV/AIDS, tuberculosis, malaria, hunger, and water related diseases among others. This dissertation examines the environmental, economic, and cultural conflicts over the private development of ski resorts in Colorado's National Forests between 1910 and 2000. Downhill skiing emerged as an increasingly popular winter activity during the first half of the twentieth century, particularly in western state such as Colorado. A part of the a larger outdoor recreational boom throughout the United States' during the interwar years, downhill skiing challenged the Forest Service's ability to meeting the public's growing appetite for year-round recreational opportunities. This study examines the ability of democratic and non-democratic states alike to protect the environment. Democracy has long been an important concept in the study of politics and environmental protection is an increasingly important issue in world politics. Advocates of democracy claim democratic states are better able to protect the environment than non-democracies. In contrast there are those that argue democracy's emphasis on individual rights leads to excessive resource consumption. This thesis employs a mixed methods approach to determine if democratic countries protect the environment more than their non-democratic counterparts.
