Soft law governance relies on nongovernmental institutions that establish and implement voluntary standards. Compared with traditional hard law solutions to societal and economic problems, soft law alternatives promise to be more politically feasible to establish and then easier to adapt in the face of changing circumstances. They may also seem more likely to be flexible in what they demand of targeted businesses and other entities. But can soft law actually work to solve major problems? Buildings have a considerable impact on the environment, and it is crucial to consider environmental and energy performance in building design. Buildings account for about 40% of the global energy consumption and contribute over 30% of the CO2 emissions. A large proportion of this energy is used for meeting occupants’ thermal comfort in buildings, followed by lighting. The West Lake Pontchartrain region faces a number of long-term environmental challenges due to anthropogenic climate disturbance and landscape modification, including sea level rise, increased storm surge risk, shoreline erosion, and wetland degradation. In response, this thesis applies recent research in the fields of landscape architecture and civil engineering to propose a dynamic, natural-systems solution for wetland creation and shoreline protection. The project envisions a series of breakwater-like structures in western Lake Pontchartrain positioned to slow water released from the nearby Bonnet Carré Spillway, causing suspended sediment to settle and create self-building and self-sustaining wetlands capable of keeping pace with …

Optimizing The Environmental And Economic Sustainability Of Contingency Base Infrastructure, Jamie E. Filer

Contingency bases are often located in remote areas with limited access to established infrastructure grids. This isolation leads to standalone systems comprised of inefficient, resource-dependent infrastructure, which yields a significant logistical burden, creates negative environmental impacts, and increases costs. Planners can mitigate these negative impacts by selecting sustainable technologies. However, such alternatives often come at a higher procurement cost and mobilization requirement. Accordingly, this study aims to develop and implement a novel infrastructure sustainability assessment model capable of optimizing the tradeoffs between environmental and economic performance of infrastructure alternatives.

While the green building movement is common practice in the commercial realm, it is not yet widely popular with residential buildings. We considered the question “How can residents of western Montana adopt eco-friendly housing practices that are locally appropriate and relevant?” There is an opportunity to increase green living practices among renters and homeowners in western Montana through retrofitting, gardening, composting, and similar behaviors. This research is a case study examining the relevance of three holistic city frameworks—Compassionate Cities, Healthy Cities, and UN Sustainable Development Goals—to the intentional or tacit thinking of city leaders, community leaders, and activists of Marina, California.
