The support of context-level interoperability demands increasing attention in today’s arena of semantics-oriented decision-support systems. Unlike data-oriented exchange, such semantic interoperability must venture beyond the elementary communication of discrete data values and endeavor to translate between significantly more expressive, context-rich representations. Further, support of this level of interoperability must not require a contamination of the native perspective embedded within each participant’s representation. Offered as a foundation upon which specific interoperability solutions can be developed, this paper presents a service-oriented framework supporting an extensible set of translation paradigms to effectively connect expressive ontology-based environments. This report describes work performed by the Collaborative Agent Design Research Center (CADRC) over the past several years in the design and implementation of collaborative, computer-based, decision-support systems, mostly for military applications. In these systems multiple components, either program modules or separate processes (i.e., software agents), cooperate with each other and human decision makers to solve complex problems. The components are essentially of two types: knowledge-based narrow domain experts that provide services to other agents (i.e., service-agents); and, more autonomous agents (i.e., object-agents) that represent the interests of selected objects in high level information representation schemas.

Ten years ago the CAD Research Center at California Polytechnic University in San Luis Obispo, California identified a standard framework for agent-based, decision support systems. Employing inter-process and inference engine technologies of the time, the CAD Research Center termed this ‘blueprint’ the Integrated Collaborative Decision-Making (ICDM) framework. Over the past twelve years ICDM has been successfully used as a foundation in several systems. This paper describes KOALA, a design system with primary focus on the predesign stage of architectural design. KOALA combines object-agent technology with high level representation to form a partnership between the human designer and the computer-based design environment. A diverse taxonomy of agents including Domain agents. Space agents, and Monitor agents work in a collaborative fashion to provide the human designer with expert evaluation and assistance in developing a design solution.
