Comments On "Reconsidering The Relationship Between Gulf Stream Transport And Dynamic Sea Level At U.S. East Coast" By Chi Et Al., Tal Ezer

Numerous recent studies found significant correlations between weakening of the Gulf Stream (GS) and rising coastal sea level (CSL) along the U.S. East Coast. Based on monthly altimeter data and Florida Current transport, Chi et al. (2023; here, CH23) argued that geostrophic adjustment of the GS is unlikely to drive variations in CSL in the Mid-Atlantic Bight (MAB). It is argued here that this conclusion cannot be universally applicable to all cases, since the monthly data disregard correlations previously found for short time scales based on hourly and daily data; the impact of GS variability on time scales of decades …

This chapter describes the application of the Action-oriented Stakeholder Engagement for a Resilient Tomorrow (ASERT) framework for communicating with and engaging both residents and community stakeholders in their localities’ efforts to prepare for and to respond to flooding and sea level rise. The application of ASERT incorporates communication, education/learning, and gamification elements that can be embedded into community meetings. We describe the way in which ASERT community meetings are designed (1) to provide an inclusive and engaging process that will allow residents to participate in their city’s resilience efforts; (2) to provide information about resilience in an environment that encourages …

This chapter discusses practical approaches for using participatory mapping as a tool to visualize and communicate sea level rise (SLR) and climate change risks, to share information about the vulnerability to, and threats of, climate change, and to co-produce knowledge with stakeholders. The examples presented in this chapter are from demonstrated applications in communities in Virginia (USA) that involve participatory mapping and that utilize a web-Geographic Information System (GIS). In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. Among the most apparent impacts are sea level rise and associated flooding, but increasingly residents of the region are observing changing ecosystems, health impacts and complex social challenges are made more difficult. Water is an important resource for the Commonwealth of Virginia. Too much water increases runoff, disrupt transportation networks, and contributes to school closures. Too little water may adversely impact agricultural operations. To improve climate-related information to Virginia citizens, this study assesses means and changes in precipitation across the Commonwealth of Virginia (1947 – 2016). Using daily station-level precipitation data from the Global Historical Climate Network (GHCN), descriptive statistics were calculated for 43 locations in terms of total precipitation (inches decade^-1), precipitation days (x>0”), and heavy precipitation days (x>1.0”). Report on a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident input into the City of Virginia Beach’s Comprehensive Sea Level Rise and Recurrent Flooding Analysis and Planning Study. A series of community meetings from December 2017-January 2018 took the form of a “Flood Resilience Game Night” with five stations in which residents could participate in activities to earn stamps on a game card.

The Increased Risk Of Flooding In Hampton Roads: On The Roles Of Sea Level Rise, Storm Surges, Hurricanes, And The Gulf Stream, Tal Ezer

The impact of sea level rise on increased tidal flooding and storm surges in the Hampton Roads region is demonstrated, using ~90 years of water level measurements in Norfolk, Virginia. Impacts from offshore storms and variations in the Gulf Stream (GS) are discussed as well, in view of recent studies that show that weakening in the flow of the GS (daily, interannually, or decadal) is often related to elevated water levels along the U.S. East Coast. Sea level rise (SLR) along Virginia’s coasts and around the Chesapeake Bay as measured by tide gauges is analyzed and discussed. It is shown that the SLR rates vary between one location to another and in most locations the rates increase over time (i.e., SLR is accelerating). The latest science of SLR is reviewed and the causes of the high SLR rates in Virginia are discussed. The impacts of land subsidence and ocean currents (changes in the Gulf Stream in particular) on sea level are especially notable and important for predicting future SLR in Virginia. Less than five years ago, Old Dominion University started the Climate Change and Sea Level Rise Initiative (CCSLRI), which led to the recently established Mitigation and Adaptation Research Institute (MARI) and the Hampton Roads Sea Level Rise Preparedness & Resilience Intergovernmental Planning Pilot Project. This interdisciplinary area of research also has a long history in many European countries. The Hampton Roads Resilient Region Reality Check event was held on March 17, 2015 at Old Dominion University. The event was built on three key themes: a region-wide, multi-sectoral, and whole-of-community approach that is oriented toward actions to address SLR and flooding.
