In partnership with the City of Virginia Beach, the Old Dominion University research team of Drs. Michelle Covi, Wie Yusuf, Gail Nicula, Daniel Richards and Afi Anuar developed and executed a program for public engagement meetings using the ASERT (Action-oriented Stakeholder Engagement for a Resilient Tomorrow) framework to solicit resident engagement with and input into the City’s Comprehensive Sea Level Rise and Recurrent Flooding Response Plan, now known as Sea Level Wise.

This thesis developed a statistical downscaling approach, which consists of a series of linear regression equations, to spatiotemporally downscale the rainfall predictions from North American Regional Climate Change Assessment Program (NARCCAP) in accordance with the 15-min observed rainfall data at the rain gauges across the state of Virginia. NARCCAP has generated twelve different region-global climate models (RCM-GCMs) with a temporal resolution of 3 hr and a spatial resolution of 50 km over the entire America. Although it has been downscaled already, such resolutions are still too coarse to represent the rain gauges. This means that the RCM-GCMs’ predictions need to …

The El Niño – Southern Oscillation (ENSO) is the largest interannual component of Earth’s climate system, capable of exerting significant influence over global climate patterns that affect communities around the globe. Nevertheless, a comprehensive understanding of the ENSO system and its relationship to tropical Pacific climate dynamics remains unclear. Although new paleoceanographic proxies have shown promise in in their ability to constrain past ENSO change, little is known about how ENSO varied in response to millennial-scale climate events over the last 25,000 years. This study uses a neural network model trained with in situ data, combined with satellite data and hydrodynamic model products, to compute the daily estuarine export of dissolved organic carbon (DOC) at the mouths of Chesapeake Bay (CB) and Delaware Bay (DB) from 2007 to 2011. Both bays show large flux variability with highest fluxes in spring and lowest in fall as well as interannual flux variability (0.18 and 0.27 Tg C/year in 2008 and 2010 for CB; 0.04 and 0.09 Tg C/year in 2008 and 2011 for DB). Probability-based intensity-duration-frequency IDF curves are needed but currently lacking for Department of Defense DoD to construct and manage its infrastructure in changing climate. The objectives of this project were to 1 develop an innovative approach for considering rainfall non-stationarity in developing such IDF curves and 2 apply this approach to the state of Virginia. In this regard, the observed data on 15-min rainfall at 57 gauges and the precipitations projected by twelve pairs of Regional Climate Model RCM and Global Circulation Model GCM were used. Communities in coastal Virginia, particularly in the urban region of Hampton Roads and the rural Eastern Shore peninsula, are experiencing the impacts of climate change as part of everyday life. Among the most apparent impacts are sea level rise and associated flooding, but increasingly residents of the region are observing changing ecosystems, health impacts and complex social challenges are made more difficult. Recent studies have indicated that some coastal areas, including the East Coast of the United States, are experiencing higher rates of sea level rise than the global average. Rates of relative sea level rise are affected by changes in ocean dynamics, as well as by surface elevation fluctuations due to local land subsidence or uplift. In this study, we derived long-term trends in annual mean relative sea level using tide gauge data obtained from the Permanent Service for Mean Sea Level for stations along the United States East Coast. Modern global climate change is primarily attributable to human activities and the release of greenhouse gases into the atmosphere. Climate change impacts span a range of sectors, including agriculture, forestry, public health, and water resource management. The Commonwealth of Virginia has already and will continue to deal with many of these impacts, yet lacks concentrated effort to detect, document, and adapt to local climate changes. This study documents observed changes in temperature and precipitation across Virginia’s six climate divisions. Water is an important resource for the Commonwealth of Virginia. Too much water increases runoff, disrupt transportation networks, and contributes to school closures. Too little water may adversely impact agricultural operations. To improve climate-related information to Virginia citizens, this study assesses means and changes in precipitation across the Commonwealth of Virginia (1947 – 2016). Using daily station-level precipitation data from the Global Historical Climate Network (GHCN), descriptive statistics were calculated for 43 locations in terms of total precipitation (inches decade-1), precipitation days (x>0”), and heavy precipitation days (x>1.0”).
