Carbon Finance II: Investing in Forests for Climate Protection is a collection of lectures given during the 2008-2009 Carbon Finance Speaker Series at the Yale School of Forestry & Environmental Studies. The annual series is hosted by the Center for Business and the Environment at Yale and supported by the Emily Hall Tremaine Foundation and the Henry P. Kendall Foundation. The 2008-2009 speaker series focused on forest carbon and the opportunities and obstacles to including forests in greenhouse gas emission reduction policies, carbon markets, and cap-and-trade systems.

A security policy which includes the appropriate phases of implementation, enforcement, auditing and review is vital to protecting an organisations information security. This paper examined the information security policy of a government organisation in response to a number of perceived shortcomings. The specific issues identified relating to the organisations security policy as a result of this investigation were as follows: a culture of ignoring policies, minimal awareness of policies, minimal policy enforcement, policy updating and review ad hoc at best, policy framework, lengthy policy development and approval process, no compliance program, no formal non-compliance reporting and an apparent inconsistent enforcement …

During the 2008 spike in oil prices, oil companies and government officials were brought under close scrutiny as many Americans began to question why prices were able to rise so quickly. Americans had become accustomed to living in an economy where cheap oil was the norm, and demanded answers when that situation changed. What most of them did not know is that they were repeating history and mimicking the response to the 1973 oil embargo. Just as in 2008, the United States faced a crisis in 1973 with which it was unprepared to effectively cope. This thesis analyzes the reasons …

Managing Supply Uncertainty With An Information Market, Zhiling Guo, Fang Fang, Andrew B. Whinston

We propose a market-based information aggregation mechanism to manage the supply side uncertainty in the supply chain. In our analytical model, a simple supply chain consists of a group of retailers who order a homogeneous product from two suppliers. The two suppliers differ in their ability to fulfill orders – one always delivers orders and the other fulfills orders probabilistically. We model the supply chain decisions as a Stackelberg game where the supplier who has uncertain reliability decides a wholesale price before the retailers who independently receive signals about the supplier’s reliability determine their sourcing strategies. Despite positive expectations, cyber-insurance products have failed to take center stage in the management of IT security risk. Market inexperience, leading to conservatism in pricing cyber-insurance instruments, is often cited as the primary reason for the limited growth of the cyber-insurance market. In contrast, here we provide a demand-side explanation for why cyber-insurance products have not lived up to their initial expectations. We highlight the presence of information asymmetry between customers and providers, showing how it leads to overpricing cyber-insurance contracts and helps explain why cyber insurance might have failed to deliver its promise as a cornerstone of IT security-management …

Bayesian Analysis Of Structural Credit Risk Models With Microstructure Noises, Shirley J. Huang, Jun Yu

In this paper a Markov chain Monte Carlo (MCMC) technique is developed for the Bayesian analysis of structural credit risk models with microstructure noises. The technique is based on the general Bayesian approach with posterior computations performed by Gibbs sampling. Simulations from the Markov chain, whose stationary distribution converges to the posterior distribution, enable exact ¯nite sample inferences of model parameters. The exact inferences can easily be extended to latent state variables and any nonlinear transformation of state variables and parameters, facilitating practical credit risk applications. The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.
Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Mobile devices used in educational settings are usually employed within a collaborative learning activity in which learning takes place in the form of social interactions between team members while performing a shared task. We introduce MobiTOP (Mobile Tagging of Objects and People), a geospatial digital library system which allows users to contribute and share multimedia annotations via mobile devices. A key feature of MobiTOP that is well suited for collaborative learning is that annotations are hierarchical, allowing annotations to be annotated by other users to an arbitrary depth. There is increasing empirical evidence from academic research and strong recognition among policymakers that wide diffusion and innovative uses of digital wireless phones are important sources of a country's economic growth and social development. Adopters do not necessarily adopt digital wireless phones at the same time though. Although the diffusion of innovation theory suggests five adopter categories according to their degree of innovativeness, this approach lacks theoretical justification and, more importantly, it makes a critical assumption of a normal distribution of adopters that needs empirical validation.
