2017 Nebraska Water Leaders Academy - Final Report, Mark E. Burbach, H. Reiners-Hild
Conservation and Survey Division
Twenty participants completed the 2017 Water Leaders Academy bringing the total number of graduates to 101 since the inception of the program in 2011. Assessment of participants’ transformational leadership skills, champion of innovation skills, water knowledge and engagement, civic capacity, and entrepreneurial leadership behaviors showed a significant increase over the course of the year, from both participants’ and their raters’ perspectives. Feedback from participants was highly positive and constructive. Participant concerns were addressed, and only minor changes are planned for the 2018 Academy curriculum. Results of the program assessment indicate that the curriculum is meeting Academy objectives. Most importantly, Alumni …

This article presents a new method for estimating changes in depth to groundwater at a yearly, county level and incorporates these estimates as the dependent variable of econometric models for the High Plains aquifer. The High Plains (Ogallala) aquifer underlies eight states in the central United States and is the primary source of irrigation water for this large food producing region. The stock of groundwater is a finite, non-renewable resource with minimal recharge in most areas. Many fields of study, including hydrology and agricultural economics, are interested in depth to groundwater changes because they serve as a proxy for estimating …

A more focused approach to determining this effect is seeing how different weather conditions ranging from the temperature, the precipitation, the amount of inches of snowfall and the wind speed effect the ridership of Citi Bikes throughout all four seasons. This study examines the demographics of California’s 53 congressional districts and the relationship with the voting patterns on three environmentally focused propositions in the 2008 and 2010 elections. Previous literature on the topic is mixed as some studies suggest that select attributes are found among environmental voting centers, yet other research describes the relationship as more complex than simple characteristics. Peer effects are an increasingly studied field in economics, and can have large impacts at a local level. In this research we seek to identify whether there is an impact of early adopters on their neighbors to become adopters. The scope for this study is the LakeSmart program that operate in Maine. Specifically we are focusing on the Belgrade lakes, and analyzing data from 2005 to present in addition with a survey of demographic characteristics conducted in 2011. Results suggest that the impact of a neighbor on the likelihood of a household to be LakeSmart certified is statistically significant and …

Water Restrictions And Water Use: An Analysis Of Water Restriction Effects In Norfolk County, Rebecca L. Robinson, Ashley Conley

This paper aims to determine what effect water restrictions in Norfolk County, Massachusetts have on residential water usage. Using data from the Massachusetts Department of Environmental Protection, this paper analyzes subsequent municipal water usage within and across towns after water restrictions, both mandatory and voluntary, are implemented. Accounting for town fixed effects, the results indicate that for some towns, water restrictions do in fact have a significant impact on decreasing water usage.

Prior studies have expressed the value of location in real estate, but more recent studies have explored the influence that public transportation has had on housing prices. Access to public transportation is understood to increase the value of homes. Easier access to public transportation allows for shorter and more convenient commutes into or within cities. However, other studies have found that proximity to public transportation can also have adverse effects on property values. Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

A lot of discussion and controversy has surrounded whether the “market transfer” effect in the Hawaii longline swordfish fishery occurred during the swordfish closure of 2001-2004, because of its potential impacts on sea turtle mortality. The primary academic work in support of the market transfer effect during the closure is a paper by Rausser et al. (2009): “Unintended Consequences: The Spillover Effects of Common Property Regulations.” In this paper, the authors claim to find evidence in support of the market transfer hypothesis.To our knowledge, no analysis has yet been undertaken to assess whether this analysis is sound, and yet it …

Mango (Mangifera indica) is an important, and popular fruit in Bangladesh. However, the post-harvest processing of it is still mostly performed manually, a situation far from satisfactory, in terms of accuracy and throughput. To automate the grading of mangos (geometry and shape), we developed an image acquisition and processing system to extract projected area, perimeter, and roundness features. In this system, images were acquired using a XGA format color camera of 8-bit gray levels using fluorescent lighting. Thoughtful planning to enhance diversity in agricultural landscapes can present a multitude of ecological, cultural and economic benefits. Land managers have many options when considering which habitat modification techniques they can implement on their agri-environment schemes. This comparative analysis of 47 peer reviewed journal articles assesses which landscape enhancements are most effective in attracting beneficial insects, namely pollinators and natural enemies to pests. Through biological control, natural invertebrate predators inhibit vegetative pests that can be detrimental to croplands. The promotion of natural enemies can decrease the need for chemical use and maintenance on farms. Pollinators contribute tremendous benefits to crop …

This research is aligned with identifying barriers throughout the alternative jet-fuel supply chain. Prices are analyzed in the market for tradable credits known as renewable identification numbers (RINs). The RIN market is a key policy instrument used in the implementation of the renewable fuel standard (RFS). The program is highly complex and drivers of RIN price are not always clear. RIN prices also exhibit multiple regimes where the price of nested RINs converge. Therefore, a smooth transition autoregressive model is employed to examine drivers of RIN price and to identify drivers of price regime change. Through research in the RIN …

Agriculture is the largest revenue source for the state of Iowa and the state’s two priority crops are corn and soybeans. Farming practices that emphasize monoculture production of these crops can reduce biological diversity and habitat for all-important pollinators, and exacerbate runoff and erosion that sends nutrient-rich soil, herbicides, and pesticides into streams and rivers. The industrial agriculture model is lucrative now, but unsustainable for Iowa over the long run. Agriculture is a large part of the economy and society of Tanzania, equating to 28% of the country’s GDP. Up to 80% of these farms are owned and worked by 19 million smallholder agriculturalists (FAO, 2015). Smallholder farmers are an inherently vulnerable demographic, due to their high reliance on agriculture for food and income in addition to their limited financial, technological, and labor resources (Morton, 2007). Agrarian reform in Indonesia is part of a movement beginning after independence was gained in 1945. Farmers have been fighting to obtain rights to their land from a government that has a history of violence, repression, and corruption for decades. Environmental, indigenous peoples’, peasant, and agrarian movements were given a legitimate, legal framework to work within after 1960 when the Basic Agrarian Law was passed, protecting the rights of the people to their land. PRELUDE
On June 26, 2012 a lightning strike ignited a wildfire in the Manti-La Sal National Forest of central Utah’s Carbon and Emery counties (Figure P.1). By the time the Seeley wildfire was contained three weeks later, some 48,000 acres of federal, state, and private land had been burned and $8.7 million in suppression costs expended (Styler 2012). According to the Monitoring Trends in Burn Severity (MTBS.gov) project, nearly one-third of the acreage was severely burned, damaging vegetation and soils for years to come. On October 12–13, a workshop funded by the National Science Foundation was held at Iowa State University in Ames, Iowa with a goal of identifying research needs related to coupled economic and biophysical models within the FEW system. Approximately 80 people attended the workshop with about half representing the social sciences (primarily economics) and the rest from the physical and natural sciences. The focus and attendees were chosen so that findings would be particularly relevant to SBE research needs while taking into account the critical connectivity needed between social sciences and other disciplines. The loss of nitrogen fertilizer into the atmosphere and waterways is of increasing concern for citizens and policy makers. This is particularly relevant for hypoxia in rivers, lakes, and oceans, but also relevant for policy makers in reducing the increasing concentration of greenhouse gases (GHG) in the atmosphere. GHGs trap heat in the atmosphere and include: carbon dioxide, methane, nitrous oxide and fluorinated gases. Overall, the estimated contribution from the agricultural sector to GHG emissions was 9% in 2013 (EPA, 2013). Further, the addition of nitrogen to the soil through the use of synthetic fertilizers is a main contributor to …
