Public health officials conducting emergency response plans must know how to easily identify the vulnerable populations in their community or jurisdiction. It is beneficial for access and functional needs appendices to include information and resources directed at the identified vulnerable groups before an emergency event to improve health outcomes. Community Health Needs Assessments (CHNA) can provide population-level statistics and information needed to easily identify vulnerable or at-risk groups. Electronic Nicotine Delivery Systems (ENDS) are non-combustible tobacco products that are rapidly gaining in popularity worldwide. ENDS are marketed as safer alternatives to cigarettes; however, very little research is available to support or deny these claims. ENDS aerosol is inhaled over the vocal folds and into the lungs consistent with cigarette smoke. The larynx is among the primary locations affected by smoking; therefore, it is necessary to evaluate the effect, if any, of ENDS on the larynx. Little is known about the role of public health public information officers (PIOs) during public health emergencies. This study uses interpretative methods to learn about the organizational structures that facilitate and constrain emergency risk communication efforts during public health emergencies. Interpretive thematic comparative analysis of PIOs experiences and reflections about their involvement in the 2009-2010 H1N1 response will be used to illustrate how social interactions between and among PIOs, public health staff, and representatives from other agencies create implicit and explicit structures that facilitate and constrain emergency risk communication.
