This project was an anonymous qualitative/quantitative survey of nurse practitioners in California to determine if passage of AB 890, which provides a pathway to independent practice, will result in more NPs choosing to practice independently after clinical hour requirements are met. Access to primary health care in California is projected to worsen over the next 10-15 years, particularly in rural areas, and an average of 44% of residents may be without enough access to care. Background: Over 80 million Americans reside in or are part of a population designated as Health Professional Shortage Areas (HPSAs). Of the primary medical HPSA areas designated in the U.S., 66.74% are located in rural or partially rural areas (HRSA, 2020). To combat this shortage, 23* states and Washington, D.C. have enacted full practice authority laws for nurse practitioners (NP). Over 60% of NPs work in communities of less than 250,000.

Theoretical and methodological contributions of nursing entrepreneurship and starting an independent practice within the Nurse Practitioner arena are sparse in American clinical prospectuses. The American health care system is in need of enhancement to better serve the healthcare needs of all people so there has never been a greater opportunity for NP entrepreneurial thinking and implementation of new initiatives (Marshall, 2011). Information regarding NP-led clinics is limited and NPs need to be educated on elements of successful independent healthcare ventures. Adequate studies have not been conducted to assess the attitudes of dental hygienists toward independent practice of dental hygiene. The purpose of this study was to investigate these attitudes. The method of investigation was a survey questionnaire designed by the principle investigator. The research results indicated weak support for the independent practice of dental hygiene. The support for general supervision of hygienists in Virginia and the desire to be allowed to practice in nontraditional settings was stronger.
