To appreciate the role of electronic health records (EHRs) in achieving the goals of patient-centered care, scholars have focused primarily on the influence of EHR capabilities on clinical providers’ behaviors. The objective of this study is to examine the degree to which patient-facing technology (P-Tech) in U.S. hospital EHRs are associated with patient evaluations of their care experience. Out of 36 developed countries, the U.S. ranks 33 for infant mortality. In the U.S, the infant mortality rates occur at higher rates among African Americans. Black infants have a higher likelihood to die from low birth weights or other birth-related complications compared to White infants. This study examines how stay-at-home orders impacted the provision of essential public health services and subsequent increased use of online health communication by LHDs for rural populations in Appalachian Kentucky during the first year of the COVID-19 pandemic.

Background: Gay, bisexual, and men who have sex with men (MSM) living in the Southeastern United States are at high risk of contracting HIV, and those in rural communities experience challenges in accessing HIV prevention and treatment.

Methods: Seven health care workers and 17 MSM in rural health care districts participated in semi-structured interviews. A theory-informed thematic analysis approach was used to summarize and compare perspectives between health care workers and MSM participants.

Results: Stigma, insufficient resources, and social structures of rural life emerged as barriers to accessing HIV-related services
