Adolescent Girls Initiative–Kenya: Endline Evaluation Report, Karen Austrian, Erica Soler-Hampejsek, Beth Kangwana, Nicole Maddox, Yohannes Dibaba Wado, Benta Abuya, Valsa Shah, John A. Maluccio

Poverty, Gender, and Youth

Early pregnancy is a challenge for girls in Kenya that often has immediate effects on their educational opportunities, future implications for their social, health, and economic outcomes, and negative impacts on their children. For girls to achieve well-being in early and late adolescence, no single-sector intervention—whether education, health, wealth creation, or prevention of violence—will be adequate. The Adolescent Girls Initiative–Kenya (AGI-K) delivered multisectoral interventions to over 6,000 girls aged 11–15 in two marginalized areas of Kenya: the Kibera informal settlement in Nairobi and Wajir County in Northeastern Kenya. These interventions were carried out for two years (2015–17) and comprised a …

Adolescent Girls Initiative–Kenya: Midline Results Report, Karen Austrian, Erica Soler-Hampejsek, Joyce Mumah, Beth Kangwana, Yohannes Dibaba Wado, Benta Abuya, Valsa Shah, John A. Maluccio

Poverty, Gender, and Youth

Many adolescent girls in Kenya face considerable risks and vulnerabilities that affect their education status, health, and general well-being. In addition to low educational attainment and health risks, other factors that impact education and health outcomes include household poverty, lack of economic independence, limited income-earning opportunities, illiteracy, violence, and social isolation. Younger adolescent girls who live in environments laden with these vulnerabilities are at risk of experiencing negative outcomes such as school dropout, early sexual initiation, unintended pregnancy, early marriage, and sexual and gender-based violence. The Adolescent Girls Initiative–Kenya (AGI-K) delivered multisectoral interventions to over 6,000 girls aged 11–15 in …

Adolescent Girls Empowerment Programme: Endline Technical Report, Karen Austrian, Erica Soler-Hampejsek, Paul C. Hewett, Natalie Jackson Hachonda, Jere R. Behrman

Poverty, Gender, and Youth

The theory of change behind the Adolescent Girls Empowerment Program (AGEP) posited that adolescent girls are empowered by building social, health, and economic assets that they can then draw on to reduce vulnerabilities and expand opportunities. In the long term, they will then increase their likelihood of completing school, delaying sexual debut, and reducing risks of early marriages, unintended pregnancies, acquisition of HIV, and other possibly detrimental outcomes. This endline report indicates that, while there were some changes for the program participants in the medium and long term, they did not translate into longer-term effects on reproductive and demographic outcomes …

Adolescent Girls Empowerment Program (Agep): Sexual And Gender-Based Violence, Karen Austrian, Erica Soler-Hampejsek, Natalie Jackson Hachonda, Paul C. Hewett

Poverty, Gender, and Youth

Acceptability and experience of sexual and gender-based violence is alarmingly high among adolescent girls in Zambia. Even more striking is the very young age from which notions of violence are ingrained and experience with violence begins. This brief summarizes the Adolescent Girls Empowerment Program (AGEP) evaluation which demonstrated that in the Zambian context, a program focused on changing norms among girls themselves is not enough to impact attitudes toward and experience of violence. Social and cultural norms are shaped by households, schools, communities, and all of the adults that girls interact with in these places—even the mentors of their own …

Adolescent Girls Empowerment Program (Agep): Adapting The Safe Spaces Model In Rural Settings, Population Council Jan 2017

Adolescent Girls Empowerment Program (Agep): Adapting The Safe Spaces Model In Rural Settings, Population Council

Poverty, Gender, and Youth

The Adolescent Girls Empowerment Program (AGEP) was implemented with over 10,000 vulnerable adolescent girls aged 10–19 between 2013 and 2016 in five rural and five urban sites in Zambia. Safe Spaces was the core program element in AGEP, and was adapted based on prior programs implemented mainly in urban and peri-urban areas in East and Southern Africa. Given the key differences in the living environments and demographic data for adolescent girls in urban as compared to rural areas in Zambia, one key programmatic learning question for AGEP was if the Safe Spaces model could be adapted and successfully implemented in …

Curriculum On Adolescent-Friendly Health Services And Health Voucher Mechanisms: Facilitator's Training Manual, Population Council

Poverty, Gender, and Youth

The Adolescent Girls Empowerment Program (AGEP) in rural and urban Zambia aims to build social, health, and economic assets of adolescent girls. A safe spaces component is at the core of AGEP. Girls groups, under the guidance of a female mentor from the same community, provide a safe and supportive learning environment. The meetings are critical in building social assets for vulnerable girls—including friendships, self-esteem, trusting relationships with adults, and social support. The training content over the course of the year varies from sexual and reproductive health and life skills to financial education and nutrition training. Girls in AGEP receive …

Adolescent Girls Empowerment Program (Agep): Program Overview, Population Council

Poverty, Gender, and Youth

For Zambian girls, social isolation, economic vulnerability, and lack of appropriate health information and services are critical problems that prevent a healthy transition from girlhood to womanhood. The challenges that girls are confronted with—high rates of gender-based violence, unsafe sex that puts girls at risk for unwanted pregnancy and HIV infection, school dropout, lack of economic resources and income-generating options, lack of agency and participation—are linked together through their root causes. Therefore, the solutions must be interconnected as well. Through the Adolescent Girls Empowerment Program (AGEP), the Population Council and partners are implementing a social, health, and economic asset-building program …

Poverty, Gender, and Youth

The theory of change behind the Adolescent Girls Empowerment Program (AGEP) posits that adolescent girls are empowered by acquiring social, health, and economic assets. Girls can draw on these assets to reduce vulnerabilities and expand opportunities, thereby increasing their likelihood of completing school, delaying sexual debut, and reducing the risk of early marriage, unintended pregnancy, acquisition of HIV, and so on. AGEP serves vulnerable adolescent girls in Zambia aged 10–19 in two age cohorts: 10–14-year-olds and 15–19-year-olds. AGEP operates in ten “master sites,” five urban and five rural, in four provinces of Zambia. The three core components of AGEP in …

Evaluation Of Health And Education Impacts Of A Girls’ Safe Spaces Program In Addis Ababa, Ethiopia, Annabel Erulkar, Girmay Medhin Jan 2014

Evaluation Of Health And Education Impacts Of A Girls’ Safe Spaces Program In Addis Ababa, Ethiopia, Annabel Erulkar, Girmay Medhin

Poverty, Gender, and Youth

Approximately one in eight of the world’s population is a girl or young woman aged 10–24 and attention is increasingly focusing on the central role of adolescent girls in achieving global health and development goals. Areas of focus by the development field include girls’ education, health, child marriage, and the experience of violence. This study analyzes the educational and health impacts of a program for slum-dwelling girls, including child domestic workers and rural-urban migrants. Established in 2006, Biruh Tesfa (Bright Future) aimed to increase social networks and support for the most marginalized girls in the poorest urban areas of Ethiopia. …

The Adolescent Girls Empowerment Program: Lessons Learned From The Pilot Test Program, Karen Austrian, Natalie Jackson Hachonda, Paul C. Hewett

Poverty, Gender, and Youth

Adolescent girls in Zambia face a range of risks and vulnerabilities that compromise their healthy development into young women, and lack the social, health, and economic assets to mitigate these risks. The issues that girls are confronted with include high rates of gender-based violence, unsafe sex that puts them at risk for unwanted pregnancy and HIV infection, school dropout, lack of economic resources and income-generating options, and lack of agency and participation. The Adolescent Girls Empowerment Program (AGEP) has three major components: safe spaces groups in which girls meet once a week over the course of two years for training …

Poverty, Gender, and Youth

Effectiveness Of A Comprehensive Sexual And Gender-Based Violence Prevention Project For In-School Girls In Swaziland, Swaziland Action Group Against Abuse (Swagaa)

Reproductive Health

Swaziland is one of the sub-Saharan African countries affected by sexual and gender-based violence (SGBV) and HIV and AIDS, with women facing greater risk compared to men. In response to increasing reports of violence against women and children in the country, the Swaziland Action Group Against Abuse launched a Girls’ Empowerment Clubs (GEC) program in primary and secondary schools in order prevent SGBV cases. Due to limitations of the program (such as being led by teachers and reliance on volunteers), an intervention study was carried out by the Population Council to test the effectiveness of an enhanced version, “GEC-Plus,” that …

Designing, Implementing, And Evaluating A Targeted, Evidence-Based Intervention For A Vulnerable Subgroup Of Girls: A Case Study Of The Filles Éveillées ("Girls Awakened") Pilot Program For Migrant Adolescent Girls In Domestic Service In Urban Burkina Faso, Sarah Engebretsen Jan 2013

Designing, Implementing, And Evaluating A Targeted, Evidence-Based Intervention For A Vulnerable Subgroup Of Girls: A Case Study Of The Filles Éveillées ("Girls Awakened") Pilot Program For Migrant Adolescent Girls In Domestic Service In Urban Burkina Faso, Sarah Engebretsen

Poverty, Gender, and Youth

Investing in adolescent girls is crucial in the developing world where a large and growing proportion of the population is under the age of 24. Research has demonstrated that adolescent girls face serious challenges around the time of puberty including withdrawal from (and lack of safety in) public spaces, loss of peers, leaving school, pressure for marriage or liaisons as livelihood strategies, and internalization of harmful gender norms. Investments need to be made at critical moments in early adolescence. While policymakers and development professionals have acknowledged the need to make investments in the poorest girls in the poorest communities early …

Safe And Smart Savings Products For Vulnerable Adolescent Girls In Kenya And Uganda: Evaluation Report, Karen Austrian, Eunice N. Muthengi Jan 2013

Safe And Smart Savings Products For Vulnerable Adolescent Girls In Kenya And Uganda: Evaluation Report, Karen Austrian, Eunice N. Muthengi

Poverty, Gender, and Youth

The decision to engage in the development of girl-friendly savings accounts was made as part of the Population Council’s work with adolescent girls in Kenya. In June 2008 the Council and MicroSave Consulting started the Safe and Smart Savings Products for Vulnerable Adolescent Girls. Based on the market research and prior experience with developing programs for adolescent girls, a product concept for a group-based savings account was developed, in which the group model was used to address the legal constraints of minors not being able to hold individual accounts. In Kenya and Uganda, two financial institutions were identified, and the …

Creación De 'Espacios Seguros' Para Niñas Adolescentes, Wendy Baldwin Jan 2011

Creación De 'Espacios Seguros' Para Niñas Adolescentes, Wendy Baldwin

Poverty, Gender, and Youth

Poverty, Gender, and Youth

Addressing Sexual And Gender-Based Violence (Sgbv) Against Adolescent Girls, Sajeda Amin, Althea D. Anderson Jan 2011

Addressing Sexual And Gender-Based Violence (Sgbv) Against Adolescent Girls, Sajeda Amin, Althea D. Anderson

Poverty, Gender, and Youth

The Population Council’s extensive work on adolescent safe spaces and livelihoods programs has demonstrated the pathways of empowering adolescent girls and the substantial benefits for society. Monitoring and evaluation data from these initiatives have produced empirical evidence about threats to girls’ health and well-being that relate to both longstanding and emergent social forces. In developing countries, where the risk of adverse sexual and reproductive health outcomes is high and young girls are at high risk, it is important to address issues related to sexual and gender-based violence (SGBV) and gender norms that relate to these risks. The Council’s work with …

Abordar La Violencia Sexual Basada En El Género (Sgbv) Contra Niñas Adolescentes, Sajeda Amin, Althea D. Anderson

Poverty, Gender, and Youth

Creating 'Safe Spaces' For Adolescent Girls, Wendy Baldwin Jan 2011

Creating 'Safe Spaces' For Adolescent Girls, Wendy Baldwin

Poverty, Gender, and Youth

Adolescence is a time of many transitions and a time to acquire the skills for adult life. Although skills can still be acquired in adulthood, adolescence is a time to lay a foundation of education, financial skills, positive health behaviors, and critical thinking. For many girls in the developing world, the opportunity to move freely in the community becomes limited at the onset of puberty. This may be a well-intentioned protective measure, but the effect can be to limit girls’ opportunity to form strong social networks, gain requisite skills, and learn how to be full members of their community. The …

Expanding Safe Spaces, Financial Education, And Savings For Adolescent Girls In Kenya, Karen Austrian Jan 2011

Expanding Safe Spaces, Financial Education, And Savings For Adolescent Girls In Kenya, Karen Austrian

Poverty, Gender, and Youth

Almost 1 billion people around the globe live in urban informal settlements, or “slums.” In Kenya, 60 percent of Nairobi’s nearly 3 million inhabitants live in slum areas characterized by high levels of poverty and HIV. Kibera is the largest of these slums. Life is particularly perilous for adolescent girls in slums, as they make their transition to adulthood. Girls are several times more likely than their male age-mates to become infected with HIV, and sexual initiation for girls often occurs in the context of violence and coercion. Poverty is a driving force behind these and other vulnerabilities. As described …

Biruh Tesfa ('Bright Future') Program Provides Domestic Workers, Orphans And Migrants In Urban Ethiopia With Social Support, Hiv Education And Skills, Annabel Erulkar, Herma Gebru, Gebeyehu Mekonnen

Poverty, Gender, and Youth

This brief provides details about the Biruh Tesfa (“Bright Future”) program in Ethiopia established by the former Ethiopia Ministry of Youth and Sports (currently Ministry of Women, Children and Youth) with technical assistance from the Population Council. Biruh Tesfa aims to address the social isolation of adolescent girls by building their social capital and participation and giving them access to basic literacy, life skills, and HIV and reproductive health information. This evaluation of Biruh Tesfa shows early success and the program, which was initially pilot-tested in the low-income area of Mercato in Addis Ababa, was ultimately expanded to four urban …

Las Niñas Rezagadas: Dirigir Las Intervenciones De Vih Hacia Las Más Vulnerables, Judith Bruce

Poverty, Gender, and Youth

Girls Left Behind: Redirecting Hiv Interventions Toward The Most Vulnerable, Judith Bruce

Poverty, Gender, and Youth

As we enter the third decade of the HIV pandemic in sub-Saharan Africa, young women—often adolescent girls—are the new face of the disease. In particular, HIV/AIDS is threatening those girls and young women with limited social and economic assets—those who are unable to avoid, manage, or leave unsafe sexual relationships inside and outside of marriage. Girls at risk of sexual exploitation are not a small minority; they are counted in the hundreds of millions. Promoting Healthy, Safe, and Productive Transitions to Adulthood Brief No. 23 explores: structural determinants of risk, failure to reach the most vulnerable, moving ahead with the …

Les Filles Sont Oubliées : Rediriger Les Interventions En Matière De Vih Vers Les Plus Vulnérables, Judith Bruce

Poverty, Gender, and Youth

Providing New Opportunities To Adolescent Girls In Socially Conservative Settings: The Ishraq Program In Rural Upper Egypt, Martha Brady, Ragui Assaad, Barbara L. Ibrahim, Abeer Salem, Rania Salem, Nadia Zibani

Poverty, Gender, and Youth

Out-of-school girls are among the most disadvantaged adolescents in rural Upper Egypt. Compared with girls attending school, they are more likely to be engaged in poorly paid farm work, more likely to be married early, and at greater risk for early childbearing and poor pregnancy outcomes. To respond to their situation, through the partnership of Caritas, the Center for Development and Population Activities, the Population Council, and Save the Children, the Ishraq program was designed: a holistic intervention to address the unmet needs of out-of-school adolescent girls. The pilot phase of Ishraq was launched in four rural villages of one …
