This document presents a review of the literature addressing education, healthcare, healthcare delivery and finance in Pakistan and the oral health status of the Pakistani people. Considering the enormous unmet oral health needs, the insufficient supply of dental professionals and the current unstructured dental hygiene curriculum in Pakistan, this document offers a mission, vision, and goals for the new dental hygiene theoretical framework for Pakistan.
