In 2003 the Department of Agriculture and Food, Western Australia, developed a Catchment Demonstration Initiative (CDI) Project as a contribution to the National Action Plan for Salinity and Water Quality. Joint Commonwealth and State funding allocated $6 million towards a project aimed at demonstrating viable salinity management systems in the agricultural area of Western Australia. The CDI sought to deliver its outcomes in partnership with NRM Regions by co-investment in targeted, large-scaled, catchment-based demonstrations of integrated salinity management practices.

Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

As part of the Outcomes of the Wetline Review released in 2007 (Fisheries Management Paper 224) the then Minister for Fisheries approved the drafting of the Gascoyne Demersal Scalefish Fishery Management Plan (the Plan). The Hon Norman Moore MLC, Minister for Fisheries re-approved those decisions in 2009. The draft Plan will supersede the Shark Bay Snapper Management Plan 1994.

The Shark Bay Prawn Fishery and Shark Bay Scallop Fishery operate in the same general areas of Shark Bay (although there are some differences in their areas of operation). The interrelationship between trawling activities for the two target species (prawns and scallops) has raised both management challenges and industry conflicts over time. This paper outlines proposals designed to be used in an updated and improved Harvest Strategy and Decision Rules Framework (referred to as the ‘Decision Rules’) that has been developed to meet the short and long term sustainability and economic needs of the West Coast Rock Lobster Managed Fishery. To allow for a greater understanding of potential allocation adjustment mechanisms and requirements for their implementation, Western Australia’s Department of Fisheries is exploring potential mechanisms with reference to their application in the Western and South Australian rock lobster fisheries. This work is being conducted as part of the Fisheries Research and Development Corporation (FRDC) project 2007/050 Developing Mechanisms for the Transfer and/or Adjustment of Rock Lobster Shares Between Sectors in Western Australia and South Australia. This report documents the Department of Fisheries’ initial exploration and findings in relation to potential inter-sectoral reallocation mechanisms.

This paper discusses the Western rock lobster allocation process.

The Minister for Fisheries has determined that the allocation for sectors in the western rock lobster fishery after reserving one tonne for the customary sector shall be 95 per cent commercial and five per cent recreational.

The notional Sustainable Harvest Level (SHL) for rock lobster is expressed as a range, depending on the status of the stock rather than a specific quantitative limit.

Soil testing for phosphorus provides a reliable indication of when the level of phosphorus in a soil is likely to be adequate for pasture production in the next growing season. It is a waste of money to apply phosphorus fertiliser when soil testing indicates none is required, or to acidified soils, or to undergrazed pastures, or to pastures dominated by poorly productive species.

Legumes have higher phosphorus requirement than grasses.

Critical soil test phosphorus values do not change when nitrogen fertiliser is applied.

Riparian vegetation is established or restored on the basis that it physically filters and traps hillslope derived particulate nutrients in surface runoff. Whilst many studies support this conventional model of riparian function, few test this models embedded assumptions. The assumptions are that catchments are surface runoff dominated, that most surface derived nutrients are transported in particulate form, and that riparian management targets locations that will result in the greatest change in water quality. The inventory and condition survey of the Western Australian part of the Nullarbor region, undertaken by the Department of Agriculture and Food, Western Australia (DAFWA) between 2005 and 2007, describes and maps the natural resources of the region. This survey report provides a baseline record of the existence and condition of the area's natural resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals.
