This study investigated the biotechnology industry and the potential for the City of Springfield, Massachusetts to attract and nurture biotechnology firms. To investigate biotechnology location factors, over 20 interviews with experts in biotechnology field were conducted, ten case studies of existing biotechnology centers around the country were analyzed and a literature review was compiled.

Biotechnology is defined by the industry as the commercial application of modern biology. It is a fairly young industry and it recently celebrated its 20th anniversary in 1996. There are over 13,000 biotech companies in the United States which employ over 100,000 people. The main focus of their research includes agricultural, environmental and medical applications. The agricultural sector research is directed towards food, food processing, animal and plant breeding applications. The areas in medical research include pharmaceuticals, gene therapy, medical instruments and medical software. In the same shrewd diplomatic spirit displayed by the Pentagon in its recent purchase of a squadron of MIG-29 fighter jets from Moldova in order to preempt the sale of the planes to Iran, the U.S. should offer to buy Iraq's entire biochemical weapons arsenal and then destroy it in place. Let's call this emerging instrument of U.S. foreign policy "preemptive economic diplomacy."

Agriculture growth in China during the first dozen years of the economic reform could be attributed to an increase in inputs, technological progress, and institutional innovation. This paper introduces a couple of measurements for technological change and institutional reform, which include the imported capital for advanced technology, the number of high school graduates for improved human capital and the size of the free market for price reform. The study examines the effects of education, foreign capital, and price reform in rural China using data for both agriculture and farming over the period of 1978-89.
