An early childhood attraction to the sea led to a career in marine ecology, fisheries and ocean and coastal governance. This paper tracks the development of my career from tertiary education, through a variety of jobs and positions with government, private sector, international and academic organizations. These positions took me from national to regional levels of governance, then down to local levels and ultimately back up to regional and global levels. At each stage new concepts join those already there to build what is ultimately a multilevel perspective on ocean and coastal governance. This perspective is built around ideas of …

The geographical spread of Halophila stipulacea in the Caribbean since its first documentation in Grenada in 2001 has been impressive, as it has since been reported from most of the Caribbean. We now document its presence in the northern Caribbean at Culebra Island and in the Atlantic at a site between Humacao and Vieques Island, Puerto Rico. We further report the seagrass from Road Harbour, Tortola, British Virgin Islands. Spread of the invasive seagrass Halophila stipulacea is probably largely driven by Caribbean current patterns from its likely point of introduction in the southeast of the Caribbean basin. Isocheles sawayai is a hermit crab that is occasionally mentioned in the literature, and recently its distribution was extended to Venezuelan waters. Because no information on the biology and shell use patterns of this species inhabiting Caribbean waters is available, we provide the first information on shell occupation patterns of I. sawayai from Venezuela. Specimens were collected monthly from January to December 2000 along the sandy shore of Margarita Island, Venezuela. The 942 specimens collected showed different shell use patterns between the sexes and according to the reproductive condition of the females. Carpoapseudes Heardi N. Sp. (Tanaidacea: Apseudomorpha) From Caribbean Waters Near Tobago, Tom Hansknecht, Katia Christol Dos Santos

Carpoapseudes heardi n. sp. is described from samples collected from depths of 421 and 537 m off Tobago and is the first Caribbean record for the genus. The new species bears a resemblance to Carpoapseudes serratospinosus Lang, 1968 and other related species in the shortened dactylus unguis combination of pereopod 1, but has parallel eyespines like Carpoapseudes bacescui Guţu, 1975 and Carpoapseudes simplicirostris (Norman and Stebbing, 1886). Other diagnostic characters include pereopods 2 and 3 with basal spurs, labrum with paired lobes, labial palp with two terminal setae, maxillipedal bases with outer crenulations, and pleopods with 1-articled rami. Conventional tagging data has documented long distance movements (including trans-Atlantic movements) in blue marlin (Makaira nigricans) and yellowfin tuna (Thunnus albacares) within the Atlantic. Swordfish (Xiphius gladius) have also been shown to move substantial distances, although primarily in a north-south direction. There is, however, a paucity of data for wahoo (Acanthocybium solandri). In the past several years, electronic archival (i.e., data recording) tags have significantly advanced our understanding of the behavior and movement patterns of large pelagic fishes. Little information exists on the status of pelagic shark populations in the Atlantic Ocean, especially in the Gulf of Mexico and Caribbean Sea. We derived indices of relative abundance for pelagic sharks based on mandatory logbooks and observer reports from a scientific observer program of the United States (US) pelagic longline fleet. Time series data from the pelagic longline logbook program (1986-2005) and the pelagic longline observer program (1992-2005) were standardized with Generalized Linear Model (GLM) procedures. Does ''managing large pelagic fishes" mean the same thing across the diversity of maritime jurisdictions, governance arrangements, economies, languages, cultures, scales of operation and other features of the Gulf and Caribbean region? It would be surprising if it did. Yet international fisheries management urges this mosaic of management to become a melting pot; at least integrated, even if differentiated. This paper examines some themes underlying whether a mosaic or melting pot is the most apt metaphor for where we are, and are headed, in attempts to manage large pelagic fishes in the region. Seasonal fluctuations in composition and abundance of medusae collected in a reef lagoon of the Mexican Caribbean were analyzed. Plankton samples and hydrological data were taken monthly from January to September 1994 at 2 stations: coastal and near-reef. The highest densities of medusae were recorded in March (17,687 ind/100 m3) and August (2,433 ind/100 m3) at the coastal station. Medusae were less abundant at the nearreef station, but diversity indices were higher in comparison to the coastal station. Fully-protected marine reserves can function at several spatial scales, from a single area encompassing few habitats, to local networks of many habitats, to large-scale networks connected by larval dispersal. However, the amount, spatial distribution, and associated administrative attributes of Caribbean marine reserves are collectively unknown. We compiled information on reserves from 21 countries in order to 1) assemble a spatial framework to aid development of networks of reserves at the most effective spatial scales, and 2) aid policy makers in establishing reserves that are science-based and possess optimal management attributes. Tanapseudes gutui, n. sp., is described from depths of 3–34 m off San Juan, Puerto Rico, and 4– 5 m off Goat Island, Tobago. Tanapseudes sinensis Bamber from Hong Kong waters is re-examined and determined to represent a junior synonym of the type species T. ormuzana Băcescu which was originally collected in the Straights of Hormuz off Iran. Tanapseudes gutui can be distinguished from T. ormuzana by several characters including details of the mouth parts, the presence of a reduced spiniform seta on the distotergal margin of the propodus of pereopod 1, pereonites 3–6 with rounded anterior margins, and …

Amphilochidae (Crustacea: Amphipoda) From The Western Gulf Of Mexico And Caribbean Sea, L.D. Mckinney

Two new species of Amphilochus, Amphilochus casahoya and Amphilochus delacaya, and one new species of Gitanopsis, Gitanopsis laguna, are described. Relationships within these genera, particularly Amphilochus, are difficult to determine. The new species, however, are similar to some eastern Pacific forms. One known species, Amphilochus neapolitanus is also reported as occurring in both the Gulf and Caribbean.
