In recent times, the Department of Fisheries has received representations from both sectors about the ongoing interaction of the fisheries and their respective management settings. As a result, a decision was made to comprehensively review the fisheries, taking into account matters of fishery sustainability and gear interactions, together with industry economics and market considerations.

The review has also addressed research requirements to ensure an appropriate scientific basis for decision-making into the future.

The ‘Wetline Review’ was established to implement an effective management framework for the commercial sector to complement the recreational initiatives. It must be stressed at the outset that this review is focussed on the take of scalefish by the commercial sector. The existing levels of use between the various user groups in the Gascoyne will be examined under the new integrated fisheries initiative following the implementation of new management arrangements for scalefish taken by the commercial sector.

Point Quobba is a popular site for locals and tourists for beach activities, fishing and snorkelling, and as a place for children to learn to swim and gain an awareness of the marine environment. The marine life and habitats of the area are of considerable scientific and recreational interest and are highly valued in the local community. However, the area is at risk from a high level of use and from conflict between users - which is due to the area’s proximity to popular tourism sites, the boat ramp, camping and settlement areas.

The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

Two versions of the draft Bycatch Action Plan for the Shark Bay Prawn Managed Fishery have been released for public comment. The ‘Full Report’ (this document - Fisheries Management Paper No. 147) is a comprehensive version of the plan containing detailed rationale and justification for the objectives and actions proposed in the plan. The Full Report also provides detailed background information regarding issues such as the natural environment in Shark Bay, current management arrangements within the prawn fishery and existing information on bycatch. The recommendations contained within this paper were reached after careful consideration of the public submissions provided in response to the working group’s discussion paper A Quality Future for Recreational Fishing in the Gascoyne (Fisheries Management Paper 124). The working group would like to thank everyone who forwarded submissions on the discussion paper and attended public meetings to provide input. The wide variety of comments and views expressed reflect the diverse nature of the recreational fishing sector. I believe this range of views was also well represented by the various members of the working group.

A limited entry fishing regime for snapper was introduced in Shark Bay in order to constrain growth in fishing effort. Additional measures were introduced to reduce the number of vessels in the fishery, control areas fished and limit permitted fishing gear, with the ultimate objective of reducing catches from traditional fishing areas to long term sustainable levels.
