U.S. agriculture is going through a transition and agricultural policies are being modified to make production of farm commodities more responsive to market forces. In this competitive environment, efforts on the part of commodity groups for market development are becoming increasingly important. In 2002, cash receipts from crop production in South Dakota totaled $1.76 billion, accounting for 38 % of all receipts of agricultural producers in the state (South Dakota Agricultural Statistics Service, 2003). The three most important crops grown in South Dakota are soybeans, corn, and wheat. In 2001, South Dakota ranked 8th in the production of corn and soybean and 9th in wheat production among the nation's crop producing states (South Dakota Agricultural Statistics Service, 2003). The rural transportation system consists of a combination of modern, heavy farm machinery, trucks, and personal vehicles driven over earth, gravel and bituminous roads. These roads were often originally designed for use by horse and wagon. The evolution of transportation and agricultural technologies has changed the demands upon the road system and caused this mismatch between original road design and modern vehicles and equipment. Increased farm production and decreased farm numbers are reflected in fewer rural residents who make more trips and carry heavier loads. Periodic shortages of rail equipment have freqnetly imposed marketing problems and costs upon the grain industry. For exumple, one study estimated the total cost due to the lack of transportation equipment was $2.36 million dollars for Iowa elevators in 1969. In spite of efforts to resolve the equipment problem through the private sector, these costs have persisted and led to attempts to seek relief through government intervention. During the 1980 legislative session, the South Dakota Governor suggested a new approach; the purchase of rail cars by the State to supplement railroad and elevator fleets.
