A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).

The statewide survey of boat-based recreational fishing includes three components: (i) off-site Phone Surveys (encompassing an initial Screening Survey, a longitudinal Phone-Diary Survey, and Post-Enumeration Surveys); (ii) on-site Boat Ramp Surveys; and (iii) Remote Camera Surveys. The main data collection period was the 12-months from September 2017 to August 2018 inclusive, with the Post-Enumeration Surveys occurring from September to December 2018.

Estimates of recreational catch from boat-based recreational fishers have been generated in Western Australia since 2011/12 using an integrated survey comprising off-site Phone-Diary Surveys, on-site Boat Ramp Surveys and Remote Camera Surveys. The primary purpose of the Boat Ramp Surveys is to determine an average weight for key species to convert estimates of recreational catch by numbers (determined from the Phone-Diary Survey) to harvest weight for comparison with catches from the commercial sector.

Remotely operated cameras can be used for cost-efficient monitoring of recreational fishing activities. This report provides an overview of the current usage of cameras in recreational fishery assessments by the Department of Primary Industries and Regional Development. Since 2006, 32 remotely operated cameras have been installed at 26 locations throughout Western Australia and currently 28 cameras are in use.

Fishing for the blue swimmer crab, Portunus armatus, represents an iconic Western Australian recreational fishing experience. State-wide integrated surveys of boat-based recreational fishing conducted by the Department of Fisheries, Western Australia (DoF) in 2011/12 and 2013/14 reported that three times more blue swimmer crabs were caught than any other recreational species (Ryan etal., 2013; Ryan et al., 2015).

Integrated Fisheries Management (IFM) is an initiative aimed at addressing the issue of how fish resources in WesternAustralia can be best shared between competing users within the broad context of “Ecologically Sustainable Development”, or ESD, so that they can be managed on a sustainable basis.

The Minister for Fisheries established the Integrated Fisheries Management Allocation Advisory Committee (the Allocation Committee), under Section 42 of the Fish Resources Management Act 1994 (FRMA), in 2004 to investigate IFM resource allocation issues and make recommendations to him on optimal resource use.

The Department of Fisheries (Department) is proposing a new simplified management approach which focuses on fishing as the core criteria in the new licensing framework. Given the low level of impact of aquatic eco-tours and shore-based fishing, consideration is being given to removing the need for these activities to be formally licensed. The Department is of the view that these activities can be adequately managed by regulations that have broader application across the community.

This report presents catch and effort estimates from three surveys of boat-based fishers. Recreational anglers used lines with bait or lures to catch fish. Boat-based crabbers either use drop nets or catch crabs by hand whilst diving or snorkelling. Surveys of recreational fishing activities that included coverage of Cockburn Sound were conducted during 1996/1997 (Sumner and Williamson, 1999), in 2001/02 (Sumner and Malseed, 2004) and in 2005/06 (Sumner et al., 2008). The discussion paper for a five-year management strategy for the recreational trout fishery (Fisheries Management Paper No. 234) was released for public comment in September 2009. It attracted a moderate level of comment with 17 written submissions being received from a variety of stakeholders. The RFFSS considered these submissions and took into account the issues raised in developing the recommendations contained within this paper.

Following the setting of a 40 tonne Total Allowable Recreational Catch (TARC) for the Perth recreational abalone fishery, a working group was formed to examine future management options.

The Metropolitan Roe’s Abalone Recreational Fishery Working Group (“the Working Group”) examined historical management, key principles, amenity of fishing, bag limits, license numbers, season length and timing of the season to assist its deliberations. A questionnaire was also sent out to 1,000 abalone recreational licence holders, with 20 per cent of licensees providing a detailed response.

The recreational management proposals that follow have been developed to deliver the required reduction in catches, while still allowing an enjoyable fishing experience for the majority of West Australians. If only a single management tool was used (e.g. a boat limit or closed season) the impact on recreational fishing would be huge. Therefore, the proposed management package has been carefully developed so that each management measure adds to the reduction required, while minimising the social and economic impacts as much as possible.

In its discussion paper (Fisheries Management Paper No.198), which was widely distributed and publicised, the Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) of the Recreational Fishing Advisory Committee (RFAC) put forward a range of proposals for community discussion. These proposals were developed after an assessment of historic catch information and the consideration of scientific advice.
