Potential carrying capacities for land systems in the catchment of the Ashburton River were first estimated in 1983 as a result of a rangeland survey of the area undertaken during 1976, 1977 and 1978. Potential carrying capacity (termed capability capacity in the 1988 report) is a suggested sustainable level of use assuming that all pastures are in good range condition, the entire station is adequately watered for the effective management of livestock and seasonal conditions are average. This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175. Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

The objective of this paper is to propose a process that will allow the decision makers to objectively assess the appropriateness, benefits and costs of any stock enhancement proposal under Ecologically Sustainable Development (ESD) principles. To this end, this paper sets out a conceptual framework for assessment of stock enhancement projects, putting stock enhancement within the wider framework of fisheries and ecosystem management strategies, and their assessment, in Western Australia.

The survey area includes all of the De Grey, East Pilbara and Roebourne/Port Hedland Land Conservation Districts, part of the Ashburton Land Conservation District.
