The rock lobster processing industry in Western Australia has a long history of management. Whilst management of the industry through the Fisheries Department has obviously been successful in helping to build the rock lobster industry into one of the State's major export industries, this approach is not without problems. With the introduction of the Fisheries Management Act 1994, the Minister for Fisheries deemed it appropriate to appoint an expert group to review the existing regulation of the rock lobster processing sector, draft the necessary guidelines to assist the Executive Director of the Fisheries Department make decisions on rock lobster processing …

The Blackwood River is one of the longest rivers in the South-West of Western Australia, stretching 300 km from Moordjarrup to August. The catchment covers more than 28,000 square kilometres (2.8 million ha) from the Shire of Kent to the Shire of Augusta-Margaret River. It incorporates 17 shires, more than 30,000 people, 18 Land Conservation District Committees (LCDCs) and 143 sub-catchment groups. Shires within the Blackwood Catchment cover 4.12 million hectares, over half of the total area of the shires that fall within the catchment boundary.

Damage to Bluegum (Eucalyptus globulus) tree crops by the Twenty-eight Parrot (Barnardius zonarius) is emerging problem which could threaten the viability of the infant Bluegum industry in south-western Australia. The parrots strip bark from the lead shoot of the Bluegums causing the shoots to break off. Consequently lateral shoots develop resulting in deformed (bent or multi-stem) trees unsuited to harvest and utilisation.Indications that the reason Twenty-eight Parrots strip bark from Bluegum is to obta behaviour' and hence the damage may also develop in areas where it is absent or uncommon now. This report summarises work undertaken to provide ground control for digital terrain models(DTMs) of the Quindabellup and Wambellup sub-catchments. The DTMs will be generated using digital photogrammetry; the ground control was obtained using differential Global Positioning System (D.GPS). Description of Bench Marks (BMs) and summary sheets of Standard Survey Marks (SSMs) located in the general area, were obtained from the Department of Land Administration(DOLA). A ground survey was carried out to confirm the location and condition of BMs and SSMs in the two sub-catchments. Five SSMs were selected as reference points for the D.GPS survey. For the 1993/94 western rock lobster fishing season several new management strategies were introduced. The objective of the changes to the management package was to protect the rock lobster fishery. It was also to provide sufficient breeding stock to ensure viability of the industry. The most significant new measure was a temporary (two seasons) 18 percent pot reduction. Other changes were also made. There were considered sound reasons for reviewing and changing the previous management package. This paper was originally prepared for the first National Fisheries Managers Conference in 1993. It is now updated and includes the current bag and size limits from around Australia as at 1 July, 1995. It is fairly obvious from this paper that there is a need for more cooperation between the states, particularly for species which have wide distributions. However, regional solutions can be a good approach for specific management needs, while general rules can be made more consistent in a number of cases.
