Executive Summary

For this assessment of the Pilbara Demersal Scalefish Resource (PDSR) of Western Australia, red emperor and bluespotted emperor are the indicator species used to represent the status of the resource. In addition, goldband snapper, though not an indicator species, is relatively abundant in the annual catches, particularly in deeper waters (around 100 m) and in the western Pilbara region and its status has also been assessed.

The Western Rock Lobster (WRL) (Panulirus cygnus) is the most commonly caught Rock Lobster (RL) species in Western Australia. Catches from the commercial and recreational sectors are required to determine and monitor Total Allowable Commercial Catch (TACC), Total Allowable Recreational Catch (TARC) and proportion of Allowable Harvest Level (AHL) achieved. The TARC is set at 5% of the AHL and evaluated in the harvest strategy based on a 5-year average. Data for the recreational sector are obtained using phone-recall surveys to provide estimates of participation, fishing effort and retained catch (by numbers) from recreational fishers who hold a RL licence. …

The Western Australian Recreational Abalone Fishery (RAF) operates in shallow coastal waters along the metropolitan, south-west and south coasts. This hand collection fishery targets three species of abalone. Roe’s Abalone (Haliotis roei) inhabit nearshore reef complexes and are therefore generally collected while wading from the shore in accessible areas. This species is taken from the metropolitan, south-west and south coast regions. Greenlip Abalone (H. laevigata) and Brownlip Abalone (H. conicopora) are collected while wading (including snorkelling) and diving (using compressed air) and occur predominantly in the south coast region.

In December 2022, the Department of Primary Industries and Regional Development (DPIRD) convened an ecological risk assessment (ERA) of the fisheries that access the Offshore Crustacean Resource (Resource).

The Western Australian commercial fisheries that access the Resource are the West Coast Deep Sea Crustacean Managed Fishery, South Coast Crustacean Managed Fishery and West Coast Rock Lobster Managed Fishery. Due to the predominantly offshore distribution of the Resource, there is only minor recreational and customary access of this Resource related to harvesting of southern rock lobster on the south coast.

This project trialled the use of remote cameras to monitor the relative abundance of Australian sea lions (ASLs, Neophoca cinerea) at three Western Australian (WA) breeding colonies. The research was undertaken by the Department of Primary Industries and Regional Development (DPIRD) to assess whether the analysis of camera footage could be used to estimate ASL relative abundance, providing an alternative to the traditional “boots on the ground” approach (hereon in “BoG”) of visiting colonies to count animals. The integrated surveys of boat-based recreational fishing include three components: (i) off-site Phone Surveys (encompassing an initial Screening Survey, a longitudinal Phone-Diary Survey, and Post-Enumeration Surveys); (ii) on-site Boat Ramp Surveys; and (iii) Remote Camera Surveys. The main data collection period from September 2020 to August 2021 (inclusive) provides comparisons with previous surveys in 2017/18 (September 2017 to August 2018), 2015/16 (September 2015 to August 2016), 2013/14 (May 2013 to April 2014) and 2011/12 (March 2011 to February 2012). The Western Rock Lobster (WRL) fishery is one of Australia’s largest single-species recreational and commercial fisheries. The recreational sector has a long history of harvesting this resource, and there is an ongoing need to provide annual estimates of the recreational catch due to the formal resource sharing policy adopted in 2004. Mailrecall surveys, supplemented with occasional phone-recall surveys, provide costeffective monitoring, since WRL is a single-species, licensed recreational fishery operating across large spatial and temporal scales. A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).

A recovery program for the West Coast Demersal Scalefish Resource was introduced between late 2007 and early 2010, based on the maintenance of retained catches of demersal species (overall suite and each indicator species) by both the commercial and recreational sectors below 50% of the catches reported in 2005/06 (original catch recovery benchmarks).
