Executive Summary:

In early 2017, Jake Aman, representing the Wells National Estuary Research Reserve (WNERR), met with the Cape Elizabeth Public Works Director and Town Planner to talk about culverts. Jake shared aerial photos of culverts located in the Spurwink Marsh where scouring of adjacent habitat areas was evident. He inquired if the town was considering any culvert replacements, in which case WNERR and The Nature Conservancy might be able to partner with the town to promote a habitat sensitive replacement. CBEP has been collaborating for over 25 years with a multitude of partners working hard to protect Casco Bay. 2018 brought us new and exciting collaborations.

The Casco Bay Nutrient Council, convened by CBEP, met for almost two years and produced a report that laid a path forward for all partners to tackle nutrient pollution.

CBEP worked closely with the EPA to establish the Casco Bay Monitoring Network, made up of over 20 member organizations, aimed at coordinating and upgrading monitoring in the Bay. The Network is currently updating the Casco Bay Monitoring Plan.

Asset management is a strategic approach to maintaining and sustaining infrastructure in order to meet the needs of the community at the lowest overall life cycle cost. This approach helps communities know how and where to prioritize limited funds in order to achieve the greatest benefit. Often applied to drinking water and wastewater infrastructure, this method is well suited to managing any assets, including stormwater systems.

In his June 19, 2006, Executive Order, Governor John E. Baldacci directed the Working Group to “offer its best guidance and advice to the Governor respecting the long-term governance, management, and oversight structure for the Allagash Wilderness Waterway” (AWW). In the intervening six months the members of the Working Group have engaged in an examination of the forty-year history of the Waterway and an analysis of the conditions and circumstance that led to the Governor’s Executive Order. Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.

That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. A series of six roundtable discussions was conducted by the New England Environmental Finance Center (NE/EFC) from January through May 2002, one in each New England state. The objectives of the series were to consolidate expertise in financing and coordinating projects that combine conservation and development on the landscape, and to identify key areas of unmet need that could be addressed by the NE/EFC. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.
