As a product of the Progressive Reform movement of the early 20th century, the Forest Service was created to be a scientific, well-organized, ethical and efficient new form of government. In over a century of service, the agency retains many proud traits and traditions along such lines, but it has been noted as being technocratic and overly rigid in its emphasis on the biophysical sciences, analysis and administrative procedures, and lacking agility in the socio-political aspects of natural resource management. The following bioregional planning study is a direct result of the 2009- 2010 studio project initiated by the United States Fish and Wildlife Service (FWS). The FWS contacted the study team and asked them to determine how the future growth and development of the Bear River Watershed would impact the Bear River Migratory Bird Refuge (BRMBR). The study looked at all of the physical and biophysical systems within the Bear River Watershed to identify the issues that had an effect on the BRMBR.

Definitions of desertification have been numerous and the subject of hot debate. The definition proposed in 1991 by United Nations UNEP's Desertification Control/Programme Acting Centre (DC/PAC) was "land degradation in arid, semiarid and dry sub-humid areas resulting mainly from adverse human impact". This definition incorporates a number of processes which lead to the impoverishment of soils and vegetation, where human activity has been the main contributory factor. Examples include the loss of organic matter, increase in soil bulk density, decrease in infiltration, high levels of erosion, dunes formation, salinization, and compaction and displacement of top soil. One consequence of our surging human population is the corresponding increased level of resource consumption. This occurrence renders it imperative that resource managers intensify their management of the world's natural resources. Failure to improve management techniques involving the use of these resources will result in premature depletion of non-renewable commodities and severe checks on the vigor of renewable resources.

Management is faced with the difficult task of searching for astute means of allocating natural resources. Because of the tremendous size and complexity of the natural world, the problem can be extremely complicated.
