The Economics Of Public Assistance For Private Nonindustrial Timber Sales In Mississippi, Steven H. Bullard, Robert J. Moulton Jan 1988

The Economics Of Public Assistance For Private Nonindustrial Timber Sales In Mississippi, Steven H. Bullard, Robert J. Moulton

Faculty Publications

The U.S. South has many forestry advantages, yet public and private efforts are increasingly needed to encourage reforestation and active forest management in the region. The review draft of "The South's Fourth Forest, Alternatives for the Future" (USDA Forest Service 1987a) highlights the urgent need for increased efforts to ensure future timber availability:

... projections of resource change mean that the South is facing a future of rising stumpage and roundwood product prices, much lower rates of growth in timber harvests, and declines in employment in the forest industries" (p. xxxv).

The report also highlights great opportunities to increase forest …

Structure And Funding Of State-Level Forestry Cost-Share Programs, Steven H. Bullard, Thomas J. Straka Jan 1988

Structure And Funding Of State-Level Forestry Cost-Share Programs, Steven H. Bullard, Thomas J. Straka

Faculty Publications

State cost-share programs have become a popular means of encouraging forest management activities on private nonindustrial lands. Programs have been started in 13 states most with extensive forest industries and high percentages of private nonindustrial land ownership. Cost-shares are a direct economic incentive and are used to encourage such specific practices as reforestation after harvest. Although the need for forestry cost-share programs has been questioned in the past, accomplishments have been high and programs have been effective in increasing reforestation on private lands.

The Mississippi Furniture Industry And Its Use Of Wood-Based Materials, Steven H. Bullard, Brian A. Doherty, Paul H. Short

Faculty Publications

Furniture manufacturing is one of the most important industries in Mississippi; the industry's phenomenal growth and current high levels of production and employment have recently been widely recognized and publicized. The Mississippi Economic Council (1988), for example, recently labeled the state "The New Furniture Capital of America;' and Northeast Mississippi was recently described as a "booming region'' that "wants to be the Furniture Capital of America'' (Evans 1987). The present report characterizes important aspects of Mississippi's furniture industry, including its development and relative importance within the state and within the U.S., and assesses current information on the availability and use …

Forestland Controlled By Schools Of Forestry: Characteristics And Management, Charles E. Burkhardt, Thomas J. Straka, Steven H. Bullard

Faculty Publications

Most forestry schools control forestland. Traditionally, the school forest has served as a laboratory for field instruction and research. This article reports on a 1985-86 survey of the 1 candidate and 46 accredited forestry schools in the United States on the ownership, objectives, and management of school forests.

The survey's purpose was to determine the extent and distribution of forestland ownership by forestry schools. The survey addressed how the forestry schools gained control of the land; the objectives of forest management, and how important the school forest was to the teaching, research, and service functions of the university. The importance …

Southern Pine Beetle And Fire In Wilderness Areas: The Kisatchie Hills Wilderness, Kisatchie National Forest, David Kulhavy, William G. Ross Jan 1988

Southern Pine Beetle And Fire In Wilderness Areas: The Kisatchie Hills Wilderness, Kisatchie National Forest, David Kulhavy, William G. Ross

Faculty Publications

Southern pine beetle infestations affect wilderness areas in the southeastern United States. In the Kisatchie Hills Wilderness area in Louisiana, a southern pine 'beetle outbreak resulted in widespread destruction of longleaf pine. Nest trees of the red-cockaded woodpecker, an endangered species, also were killed. Following the epidemic, a fire fueled by beetle-killed pines went through the wilderness. Forest structure, species composition, successional processes and general ecosystem function were substantially altered as a result of these two related disturbances. Most wilderness areas containing southern pines were managed for pine timber before being designated as wilderness. Bark beetle outbreaks are a predictable …

Present Net Worth And Internal Rate Of Return: A Note On Equivalence In Use, K. A. Blatner, Steven H. Bullard Jan 1988

Present Net Worth And Internal Rate Of Return: A Note On Equivalence In Use, K. A. Blatner, Steven H. Bullard

Faculty Publications

Present net worth and internal rate of return are frequently used for ranking investment alternatives. The relative merits and limitations of the two criteria are discussed at length in numerous journal articles and texts. For analysts wishing to present consistent project comparisons, the issue is not which criterion is superior, but when are they equivalent. In this article, conditions for equivalence in use are outlined under alternative assumptions. Although the conditions appear complex, they are not unduly restrictive.

Impact Of New Technology On Timber Harvesting Costs: Evaluation Methods And Literature, F. W. Cubbage, B. J. Stokes, Steven H. Bullard Jan 1988

Impact Of New Technology On Timber Harvesting Costs: Evaluation Methods And Literature, F. W. Cubbage, B. J. Stokes, Steven H. Bullard

Faculty Publications

Timber harvesting and transport are crucial components of the cost of delivered wood to forest products processing facilities. In fact, harvesting and delivering wood often costs more than the entire costs of growing wood until harvest. As such, timber harvesting research and development are important. Additionally, research in this area is worthwhile because efficiency gains, cost improvements, and environmental benefits due to timber harvesting research can be realized in a very short time period, rather than the decades-long wait required for research investments in timber growing.

This paper provides an overview of the means of measuring the impact of new …
