The purpose of this paper is to critically assess the effectiveness of Fiscal and Monetary Policies in the South Pacific Island Countries. The paper tracks down the economic growth for the last 20 years between 1990-2010, and drawing from key fiscal and monetary policies in place during the time under consideration, as well as specific interventions in the region, we find that: 1) While the South Pacific Island Countries (SPICs) particularly the six major economies (Solomon Islands, Fiji, Vanuatu, PNG, Samoa, Tonga) pursued fiscal and monetary policies for promoting growth and diversification of their economies, their fiscal policies relied heavily …

This short presentation includes an overview of features that went into constructing a new type of light box technology utilizing low-power usage LEDs and Low Density flexible Polymers. With the introduction of GPS technology, came the ability to produce maps of plant cover and health over large areas. By correlating the reflectance values of a plant with its respective GPS coordinates, we can form a bird’s eye view of relative plant health using different colors. The commercialization of high precision GPS receivers has allowed researchers to plot these maps with increased accuracy, limiting error to less than 1 inch.

The crop circle spectrometer represents a breakthrough in unbiased sensor data. Unlike traditional passive sensors, it pulses light at a speed of 20,000 times per second. With this comes the ability of these filters to discern reflectance measurements from that of natural sunlight, allowing it to be used in environments of sun, shade, and even darkness. From these various reflectance values at different wavelengths, we get measurements of plant health known as vegetation indices. Abstract A ready-to-eat (RTE) puffed product was developed from barnyard millet using high temperature short time (HTST) puffing process. Cold extruded dough sheet pieces prepared from barnyard millet flour, potato mash and tapioca powder in the proportion 60:37:3 were steam cooked and then puffed in hot air puffing setup. The effect of process parameters viz. steaming pressure (SP), steaming time (St), hot air temperature (AT) and puffing time (Pt) on the product quality was investigated by conducting experiments using the central composite rotatable design (CCRD). A pot experiment was carried out using 20 surface soils (0-15cm depth) in 2008 to assess soil organic phosphorus and some fraction of inorganic phosphorus in other to know their availability in the soils of the studied area and also work have not been done in this areas in respect to organic and in-organic phosphorus. The experiment was conducted using 20 soils 10 from each geological formation (Cretaceous sediments and Basement complex soils), respectively. The mean organic phosphorus of 63.51 mgkg 1 soil was obtained for Cretaceous sediment soils and 158.54 mgkg 1 soil for the basement complex soils respectively. …

This study examines the nature of urban climate, features and the challenges on the developing tropical cities in the 21st century. It argues that the use of principles of urban climate would help in providing comfortable living conditions and problem immune working environments for the inhabitants of tropical cities. The findings reveal that owing to poor environmental planning, inadequate geotechnical landscape surveys prior to the development of urban infrastructures, and non-adherence to the principles of urban climate, challenges of landscape degradation, excessive flooding of the built infrastructures, heat-island effects, and collapse of buildings have emerged. Carrot is the excellent source of beta carotene and other vitamins. The carrot is utilized as raw, cooked vegetable, sweet meats or as juice and beverages. Carrot pomace is the by-product of carrot juice extraction process. The carrot pomace was dried in hot air oven at 65°C and then grinded to pass through 2 mm sieve. Dried carrot pomace was added in different proportions (0 –9%) to fine wheat flour, shortening, sugar and water. The formulation was baked at 175 °C for 12 min. in the gas oven with air circulation. Since 1991 when it became the capital city of Abia State, Umuahia has undergone tremendous transformation in its land use and land cover due to rapid urbanization. The main materials employed for this study are a land use map (1991) and Landsat ETM+satellite image (2007) of the study area. We demonstrate that a periodic metallic wavy-structure can be easily fabricated on elastomeric polydymethylsiloxane (PDMS) substrates. The metallic wavy-structures are self-assembly formed by thermal evaporation of Ag on PDMS without any lithography processes. The size of the PDMS substrate with an aspect ratio (the ratio of length to width) higher than 2 are found to be necessary to self-assemble the one-dimensional metallic wavy-structure. The period of the wavy-structure is controllable by varing the thickness of the deposited silver film. The elastomeric- gratings can excite surface plasmon on Ag/air interfaces; the resonant wavelength can be tuned to a range of 3.5% …

The experimental results of light transmission through periodic array of H-shaped hole and more complicated hole which is a combination of multiple U shape are demonstrated. The observations indicate that the localized shape resonance in the longest resonant length of unfolded U-shaped part of the hole always appears. However, localized modes resonant in smaller U-shaped length don't always appear. Localized mode with non-U-shaped resonant path cannot be seen in our sample. In addition, localized mode with different order and resonant path can be excited by different polarized light.
