Western Australian Regional Development Trust Annual Reports

The Trust is an independent statutory advisory body to the Minister, established under the Royalties for Regions Act 2009 (Act).

The functions of the Trust are to provide advice and make recommendations to the Minister:

• for the purposes of sections 5(2) and 9(1) of the Act; and
• on any other matter relating to the operation of the Fund that is referred to it by the Minister.

In addition to its monitoring and advisory role, the Trust also works to engage and enhance relationships with key regional stakeholders and influencers to promote greater collaboration and innovation in the delivery of regional …

During the 2000s a common view in government circles was that governments were over-investing in primary industry research and innovation. In agreement with this view, the Western Australian (WA) government lessened its support for primary industry research and innovation over the last decade. The impacts of this reduced support are seen clearly in the Department of Primary Industries and Regional Development (DPIRD). In 2008–09 its agricultural staff count was 1518, yet by the end of 2017–18 this will be under 800, with remaining staff working mostly in regulation, biosecurity and corporate services rather than research. Pastoralists and rangeland bureaucracies are now required to operate within the limits of ecological sustainability. However, while the concept of ecological sustainability has been enshrined in law and policy at State and Commonwealth levels in Australia, there has been little translation into pastoral management objectives. The introduction of the 'EMU (Ecosystem Management Unit) process', as an equal partnership between ecologists and pastoralists, promises to bring pastoralists into close dialogue with the landscapes they manage on their stations, and to acknowledge and manage for values other than pasture production. It is estimated that it would cost between $205M and $250M to eradicated Mediterranean Fruit Fly (MFF) from Western Australia (WA). While eradication would be beneficial for fruit growers, it is unlikely that benefits would outweigh costs. The most important factor influencing the economic outcome is, how the eradication program affects the export volume and price of fruit.

Over the past decade, the number of dairy cows and the number of producers in the Western Australian dairy industry have steadily declined. The industry still relies heavily on market milk quotas for its profits, but recent export contracts have boosted profits from manufacturing milk production.

Market milk quotas remain unevenly distributed across the dairy regions and amongst quotaholders, although the regional distribution of quotas is changing.
