A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

This study addresses the trends in laws, including employment and anti-discrimination laws, that provide and restrict certain rights of members of the LGBTQIA+ community in eight countries. Three million children are abused every year in the United States. Although there are some safeguards, such as foster care and state child abuse laws, the number of abused children has not dwindled. How should the federal government respond? This article argues that the Thirteenth Amendment can be interpreted to protect abused children. It is widely accepted that the Thirteenth Amendment’s sole purpose is to abolish Black slavery, therefore rendering it useless in the modern legal climate. This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …

This dissertation draws on gang organization research and organizational theory to assess the underlying dimensions of organization in terrorist groups. Using the Leadership for the Extreme and Dangerous for Innovative Results (LEADIR) dataset, findings suggest that organization is a multidimensional construct in terrorist groups, including the structuring of activities dimension and the concentration of authority dimension. In relation to violence, terrorist groups high on the structuring of activities dimension were significantly more lethal in general and more lethal when attacking hard targets, whereas terrorist groups high on the concentration of authority dimension attacked hard targets at a significantly higher rate. …

Purpose: The purpose of this phenomenological qualitative study was to discover the attitudes and perceptions of police officers on the legalization of recreational cannabis and crime.

Methodology: This qualitative, phenomenological methodology employed the use of semi-structured interview questions consisting of open-ended questions to understand the lived experiences of Colorado Police and Sheriff Officers and their perspectives on the experiences with the legalization of cannabis and crime. The sample size of 16 officers was selected from the sampling frame, which included Denver Police officers and Larimer County Sheriff officers.

To date, most terrorism research concerned with the long-term development of extremist behavior focuses on patterns of terrorist attacks, long-term responses to extremist violence or organizational longevity of extremist groups. The current study addresses this void in the existing literature by relying on life-history interviews with 91 North American-based former white supremacists to examine the developmental conditions associated with extremist onset. My attention is primarily focused on individual-level experiences; particularly how childhood risk factors (e.g., abuse, mental illness) and racist family socialization strategies generate emotional and cognitive susceptibilities toward extremist recruitment. Over the past decade, the Supreme Court has issued decisions in numerous cases (Roper v. Simmons, Graham v. Florida, Miller v. Alabama, and Montgomery v. Louisiana) involving juvenile sentencing that have radically transformed our juvenile criminal justice system. While some of these cases did involve juveniles convicted of felony murder, the Supreme Court never directly addressed how to handle juvenile sentencing in felony murder cases. Tender vessels in the United States will soon need to comply with new safety regulations as mandated by the Coast Guard Authorization Act of 2010. This thesis focuses specifically on assisting in the formation of an Alternative Safety Compliance Program (ASCP) for the unique tender vessel fleet and seeks to understand why tender vessels experience fatalities and vessel casualties. By analyzing data of tendermen fatalities and tender vessel casualties between 2000 and 2012, the report sheds light on the realities of these incidents. This thesis examines Canadian provincial and territorial personal data protection legislation as it relates to electronic health records (“EHRs”). The research categorizes Canadian jurisdictions’ approaches to EHR regulation and three models are identified. Using five criteria, the patient experience when interacting with each of the three models and a combination of the models is described, analyzed and reconciled. A fictional patient scenario is used as a tool to analyze patient interaction with the Canadian jurisdictions and the models. Veterans’ treatment courts represent an emerging trend across the country of collaborative justice designed to deal with criminal justice issues stemming from problems linked to military service. This approach places the veteran in VA (Veterans Affairs) treatment programs as a diversion from incarceration. There are few such courts in California (nine) largely in non-rural counties.
