Various strategies have been employed over the years by the Government to boost power in the country. These strategies have been hinged on policies, reforms and roadmaps, including the 2005 Electric Power Sector Reform Act, the Roadmap for Power Sector Reform 2010 and the current Roadmap for Change. A perfunctory look at previous reforms has resulted in significant progress, including unbundling and privatizing the long-standing government-owned monopoly in the power sector. This paper takes a comprehensive assessment of the Roadmap of Change comparing it to previous policies, isolating policy perspectives, prospects and challenges facing it. This thesis reviews New York State's recently announced subsidization of nuclear energy, which has been a subject of dissent due to its cost, propagation of nuclear activity, and potential unlawfulness in its influence on competition within wholesale energy markets. Holding that the widespread effects of environmental regulation on the coal industry constituted sufficient importance, the Northern District of West Virginia ordered the Environmental Protection Agency to conduct analysis on employment loss and plant reduction resulting from regulatory effects. In admonishing the EPA’s inaction, the court ruled that the Agency had a non-discretionary duty to evaluate employment and plant reduction. Furthermore, the court held that the EPA’s attempt to put forth general reports in place of required evaluations was an invalid attempt to circumvent its statutory duty.

The deregulation of the electric utility industry is one of the largest deregulation efforts in U.S. history. Proponents argue that getting rid of the outdated utility model of regulated monopolies and introducing competitive markets will lower prices, increase efficiency, and result in a net benefit for the nation. Opponents, on the other hand, believe that both the tumultuous history of the electric utility industry and experiments with deregulation have shown that competitive markets for electricity are too open to manipulation and will result in increased prices for consumers and dangerous volatility in the provision of electricity. In addition to being significant sources of carbon pollution, cities prove to be dynamic sites of experimentation and ambition on climate policy. Grid modernization holds the alluring promise of rationalizing electricity pricing, saving consumers money, and improving environmental quality all at the same time. Yet, we have seen only limited and patchwork regulatory initiatives towards significant grid modernization in the United States. Outside of a few leading states, state energy regulators appear loath to embrace full-throated versions of the project. Energy is essential for the existence of modem civilization, and the amount of energy consumed by society is constantly growing. In 2015, the United States alone generated about 4 trillion kilowatt-hours of electricity. About 67% of the electricity generated was from fossil fuels (coal, natural gas, and petroleum). The United States' high dependence on fossil fuels leads to numerous problems, such as increased greenhouse gas emissions, urban air pollution, as well as geopolitical and military tensions.
