This paper aims to explore the multifaceted meaning of the rational application of spice principles, such as differentiation and individualization in the execution of criminal penalties. The author reported on the reforms in the penitentiary system that is being conducted in Uzbekistan, while at the same time critical analyzing the existing problems in penitentiary legislation and practice. On the basis of scientific analysis, the author gives concrete suggestions and recommendations on the elimination of these problems.

The Ebola virus and its now infamous 2014 West African outbreak have constituted the deadliest and most terrifying epidemic of recent memory. Not only does the epidemic now carry an already ghastly backdrop in the public mind when discussions around it begin, but, like the AIDS epidemic, cultural practices have contributed to the entrenchment of Ebola in Africa, compounded by weak human rights laws and stigmatization, all of these factors having contributed to the multi-faceted and complex nature of addressing the problem of eliminating this disease in Africa. Obesity Prevention Policies At The Local Level: Tobacco's Lessons, Paul A. Diller

For at least a decade, commentators have speculated that obesity is the next tobacco, a public health scourge that might nonetheless offer a gold mine to ambitious plaintiffs’ lawyers. Successful lawsuits, as in the tobacco context, might spur the food industry to reform its practices so as to help reduce the alarmingly high national obesity rate. The obesity narrative, however, has not played out accordingly to the same script as tobacco. This article describes the statutory recognition of the need for prevention/early intervention juvenile services in Florida that are both trauma-informed and gender-specific. It examines how childhood trauma can impact at-risk children and the gendered aspects of such trauma. The article then describes the PACE Center for Girls, a Florida-based school, currently undergoing a comprehensive evaluation, which attempts to incorporate elements that fulfill statutory recommendations into its programming.

Sexual assaulters develop from a culture of learned norms, misunderstanding of consent, and inefficacy in bystander intervention. The most significant sexual assault prevention programs teach individuals to dissociate from this culture, by changing their perceptions, knowledge, and behaviors. However, the lack of long-term effects in these programs depicts a vital loophole in their design. In order to change the culture that breeds sexual assaulters, a program cannot focus solely on individuals’ growth, but must ensure a movement of change in the culture itself. Precision medicine is being developed within a complex landscape of public policy, science, economics, law, and regulation. In these and other policy areas, the goal of developing individually-tailored therapies poses novel challenges for health care research, delivery and policy. In this symposium, a range of experts in genetics, medicine, bioinformatics, intellectual property, health economics and bioethics identified and discussed many of the pressing questions raised by the development and practice of precision medicine.
