This paper analyzes several emerging transnational regulatory systems that engage, but are not centered on state legal systems. Driven primarily by civil society organizations, the new regulatory systems use conventional technical standard setting and certification techniques to establish market-leveraged, social and environmental regulatory programs. These programs resemble state regulatory programs in many important respects, and are increasingly legalized. In an era where human rights increasingly take a position of primacy in international relations, certain states have donned the mantle of the humanitarian, prioritizing human rights over nearly every other item on the foreign policy agenda and mainstreaming humanitarianism in other areas of foreign policy.

Existing arguments find that states that advance humanitarian policies are coerced, socialized, or mimicking, but they fail to seriously consider that states may choose and benefit from humanitarianism in several ways. Genocide Studies and Prevention: An International Journal

This article critically reviews the use of ICTs for human rights crisis research. While focusing on two specific technologies—satellite imagery and mobile phone technology—it proposes a general framework for analyzing the added value of ICTs. The author suggests that their added value in mass atrocities research arises from their ability to reduce information uncertainty, a challenge that is exacerbated in the digital age. This is different from delivering “truth”, an inaccurate description that only leads to unfulfilled expectations and hopes.
