This dissertation tests the hypothesis that water disputes cause serious conflict within and between states. It uses a structured case study approach to see whether there is a link between the independent and dependent variables. It also considers the effect of other variables on serious conflict. Specifically it addresses the effects of national identity and the othering process on conflict. The three case studies are built around rivers in the drier parts of the world. Community Building In Ethically Restructured States: The Baltics, Dovile Budryte

Drawing on democratic theory, this dissertation explores a thesis that the experience of ethnic restructuring significantly effects the ability of a democratizing state to successfully consolidate its emerging democracy. Ethnically restructured states, it is hypothesized, have an especially hard time creating inclusive democratic political communities, which is a necessary prerequisite for a consolidated democracy.

An Evaluation Of The Drugs Crime Nexus, Legalization Of Drugs, Drug Enforcement, And Drug Treatment Rehabilitation, James Richard Keesling

Law enforcement agencies are faced with the problem of how to reduce crime in the most economical method possible without violating the law. Since drug offenders also engage in a disproportionate amount of non-drug crime, then drug enforcement is considered as an acceptable general crime control method. Unfortuantely, this is an expensive option because incarcerating offenders is both costly and ony a short-term solution to the problem. A review of existing research examining the prior criminal histories of drug offenders compared to their previous involvement in violent and property crime is conducted to evaluate this relationship.

This article provides a comprehensive review of research on the issue of procedural justice in dispute resolution procedures, with a particular focus on mediation. The review traces the history of the literature from the early control models of Thibaut and Walker ( 1975), through to the modem relational model postulated by Lind and Tyler (1992-1998). It discusses the major theoretical models of procedural justice in terms of their implications for legal dispute resolution and focuses on mediation procedures used by the civil courts. America's Vietnam War had profound ramifications beyond its immediate effect on Southeast Asia and the United States. This dissertation utilizes the debate over Vietnam between the United States and its major European allies, Britain, France, and West Germany, as an analytical framework to examine inter-allied relations. The "Vietnam problem" strained the traps-Atlantic alliance and revealed the respective self-interest of the four member nations. Between 1920 and 1933, no issue in Canadian-American relations proved more contentious or more intractable than prohibition. While American enforcement authorities and diplomats repeatedly sought the assistance of the Dominion government to stop the flow of liquor across the border, not until 1933 did Canada acquiesce to American requests. Past research has illustrated that communily attitudes tend not to be reflected in crime legislation particularly when considering the victim-offender relationship and perceived seriousness of child sexual abuse. This study examined the effects of 4 different victimoffender relationships and the degree of trust within these relationships on perceptions of offence seriousness and emotional and physical harm, for the offence of indecently dealing with a 14-year old girl. Changes in Mexico's domestic agricultural policy (PROCAMPO) and continued liberalization of trade through GATT and NAFTA have had strong effects on Mexico's agricultural production, consumption, and trade with the United States. The main objective of this study is to analyze these effects in Mexico's grain and livestock sectors. Policies within the NAFTA and GATT international trade agreements may overlap to some degree, and Mexico's domestic agricultural liberalization program (PROCAMPO) may include policies that overlap those in one or both of the international trade agreements. The purpose of this investigation was to increase the understanding of the dynamics of administrative negative stress on a school superintendent. This case study focused on Philip Derts (pseudonyms are employed), a superintendent supporting Outcome Based Education in the Black Rock School District during the early 1990s, and the challenges he encountered through community opposition to OBE.
