The history of the University of Georgia School of Law examines how developments in American legal education and local attitudes and traditions influenced its formative years. Founded in 1859 as the Lumpkin Law School, it was among the newest of 21 university law schools (those that awarded law degrees) on the eve of the Civil War.

To head the revived law school, the UGA board of trustees chose William L. Mitchell. As chairman of the board’s Prudential Committee, he was a principal architect of the 1859 reorganization of the university that included creation of the law school.

This is a very exciting time in the University of Georgia School of Law's history. Next year, we will be celebrating the 150th anniversary of the establishment of the law school.

As you may recall, the school's founders -- Joseph Henry Lumpkin, Georgia's first chief justice; Thomas R.R. Cobb, a preparer of the code of the state of Georgia; and William Hope Hull, solicitor for the U.S. Treasury -- opened the institution in the fall of 1859 and graduated the first class in the summer of 1860. In the Annual Report for last year, I indicated that I planned to devote the 1986-87 report to a review of the preceding decade and attempt to provide an historical perspective to this period. It is an appropriate time to undertake this review, for on October 14, 1986 I marked my tenth anniversary as Dean of the School of Law. The highlight of the 1980-81 academic year at the University of Georgia School of Law was the opening of the new Law Library Annex. The building was dedicated May 2, 1981 in ceremonies marking the Law Day observance. U.S. Supreme Court Justice Harry Blackmun was the dedication speaker.

The new annex contains 25,000 square feet divided among three floors of library, office and instructional space. With this new addition the law school physical plan now totals 138,000 square feet. The increased student interest in clinical education at the University of Georgia, as manifested by the Symposium held here last spring, lead to the formation of the ad hoc Faculty Committee on Clinical Education. The Committee's basic purpose was to examine clinical legal education at the University and to formulate clinical programs which would improve and in some instances increase student opportunities in this phase of the law school's curriculum.

Within the last decade, Langdell's case method of legal education has ceased to be the exclusive means of instruction in the Nation's law schools. The increasing support of the traditional academic curriculum at Georgia with seminars, simulation and burgeoning clinical programs clearly demonstrates that legal education here is no longer inextricably bound to the case method.

Underlying the recent trend among law schools to revitalize the academic curriculum with supplementary practical experience is the growing realization of a public obligation to produce technically competent and professional lawyers by graduation. Fortunately the law building is satisfactory in most respects due to the generosity of the alumni and friends of the Law School. Arant, Dean of the College of Law of Ohio State University and Secretary of the Association of American Law Schools following his inspection of the Law School last September.
