This chapter introduces the structure of the government in the United States and the concept of “separation of powers" among the federal, state, and local governments. It introduces core legal principles from the U.S. Constitution that frame the authority of the government to enact and enforce laws to protect and promote the public's health. These Constitutional principles are essential for the health advocate and leader to understand because every federal, state, and local law must comply with them. This policy brief explores how career and technical education is being approached in Arkansas and elsewhere. New career and college readiness initiatives have been undertaken in a variety of settings, including the academy model that is highlighted in this brief. Additionally, the brief will explore career readiness from an international and national perspective and discuss the rationale for why career readiness matters for a considerable number of students in the public schools and workforce development programs across Arkansas.

Federal legislation and state policies increasingly mandate or encourage interagency agreements and collaboration. This study examined the content and impact of interagency agreements between the local office of VR and the following local state agencies for FY1999: Mental Retardation/Developmental Disabilities, Mental Health, local schools, and Temporary Assistance to Needy Families.
