Senate Bills 610 (Chapter 643, Statutes of 2001) and Senate Bill 221 (Chapter 642, Statutes of 2001) amended state law, effective January 1, 2002, to improve the link between information on water supply availability and certain land use decisions made by cities and counties. SB 610 and SB 221 are companion measures which seek to promote more collaborative planning between local water suppliers and cities and counties. Both statutes require detailed information regarding water availability to be provided to the city and county decision-makers prior to approval of specified large development projects. Senate Bill 780, effective January 1, 2002, enacted two new laws: the California Freedom of Access to Clinic and Church Entrances (or California FACE) Act, and the Reproductive Rights Law Enforcement Act. The Reproductive Rights Law Enforcement Act added sections 13775 through 13779 to the California Penal Code requiring the Attorney General to collect and analyze information relating to anti-reproductive-rights crimes and submit a report to the Legislature. This publication is the result of that mandate.

Postconviction Dna Testing: Recommendations For Retention, Storage And Disposal Of Biological Evidence, California Attorney General

On January 1, 2001, a new postconviction testing law was enacted in California. This law, which provides a mechanism for inmates to seek postconviction DNA testing of evidence, creates a new safety check on our criminal justice system that will ensure wrongly convicted persons have the ability to prove their innocence through the use of newly developed technology. It is the goal of the Postconviction Testing/Evidence Retention Task Force and the California law enforcement community to offer full and fair access to postconviction testing for meritorious claims.

Medi-Cal Funded Induced Abortions 1999, Department Of Health Services

This report provides summary data on the number of fee-for-service Medi-Cal funded abortions performed during 1999, the type of facility where a procedure was performed, and Medi-Cal expenditures for these procedures. Only abortion claims received and processed for date-of-service January through December 1999 are included in this report. The term fee-for-service (FFS) used throughout this report refers to these claims. The data are presented at both county and state levels. Estimates of abortions for enrollees in Health Care Plans (HCP) are included since encounter data are not yet available. A distribution by county is provided.

As California enters the 21st Century, its public schools face many challenges. One significant challenge is the serious disrepair of an aging school facility infrastructure. Another challenge is the anticipated growth of nearly 2 million K-12 students during the next decade that will require many districts to build new schools to meet burgeoning student demand. Recognizing the substantial need for infrastructure, in November 1998, California voters passed Proposition 1A, a bond measure that provides $6.7 billion for public K-12 school construction and repair.

I am pleased to submit our assessment of the impact of federal defense expenditures in California. This report, Impact of Defense Cuts on California, was prepared pursuant to the Commission's mandate to examine how federal expenditures affect the state's economy. Much has occurred since our last review of the defense industry in 1990. Aerospace cutbacks have accelerated, more military bases have been scheduled for closure, and the state is mired in recession. This report will give an overview of military spending in the state, and put the defense industry and recent cutbacks into the broader context of California's economy.

The California Commission on the Status of African-American Males (CSAAM) has completed its initial inquiry into the quality of life for African-American Males in this state. Our findings are contained in this Preliminary Report.

The Commission was created by Assembly Concurrent Resolution No. 57 on September 3, 1991. After its first meeting, CSAAM formed six policy advisory committees consisting of Commissioners and highly qualified experts in each of the targeted areas. These areas are: Employment, Economic Empowerment, Criminal Justice, Education and Social Services. Last year the Advisory Council on Asia (ACA) was asked by Lieutenant Governor Leo McCarthy to conduct a fact-finding mission to Asia. We believed, as he did, that the pace of economic and political developments in the region was reshaping Asia so quickly and so profoundly that the attention was warranted. As members of California's Asian community and business people involved with Pacific Rim commerce, we believed we could make a major contribution in assessing these developments and their importance to California.
