Four Challenges For Ttip Regulatory Cooperation, Richard Parker

While public debate over trade policy focuses on the Trans-Pacific Partnership (TPP) trade agreement, another mammoth trade agreement is moving forward, more quietly, between two of the three largest economies in the world: The United States (US) and the European Union (EU). The Transatlantic Trade and Investment Partnership (TTIP) aims to create the largest free trade zone in the world, encompassing two huge economies that together comprise nearly half of the world's gross domestic product.

Application of the World Trade Organization’s dispute resolution procedures to the Agreement on Trade-Related Aspects of Intellectual Property (TRIPS) has provoked a variety of reactions over time. Initially perceived as a significant loss for developing countries, more recent responses maintain that these fears were unfounded. This Article argues that the availability of adjudication through the WTO has indeed had significant consequences for the policy space of developing countries — just not in the manner initially imagined. Limiting Greenhouse Gas Emissions Through Emissions Trading: An Interim Report, Richard Parker

The H. John Heinz III Center for Science, Economics and the Environment has gathered a prominent group of policy analysts to consider how the United States might implement its Kyoto commitment, using tradable permits in tandem with other methods. The draft report of the group, entitled Limiting Greenhouse Gas Emissions Through Emissions Trading: Interim Report, examines four policy options. This Memorandum considers whether any of these options appear likely to conflict with United States international trade obligations under the newly established Uruguay Round Agreement Establishing the World Trade Organization (‘WTO Agreement’).
